Promotion Ceremony 
 
ARABIAN GULF (May 22, 2011) - Commander Rome Ruiz, Commanding Officer onboard USS Higgins (DDG 76) promotes ENS Samantha Carnahan, ENS Gregory Franklin, ENS Anthony Formosa, and ENS Patrick Shannon to the rank of Lieutenant Junior Grade. They are all members of the commissioning class of 2009. Higgins is deployed supporting maritime security operations and theater security cooperation efforts in the U.S. 5th Fleet area of responsibility.
