|CDR Leroy J. Mitchell
Commander Mitchell, a native of Orangeburg, South Carolina graduated from South Carolina State University in 1998 where he earned a Bachelor of Science in Electrical Engineering. He was commissioned in the Navy through the Officer Candidate School program in 1999.
Afloat, he has served as Main Propulsion and boiler’s Division Officer in USS MOUNT WHITNEY (LCC/JCC 20) and as Training Officer and Assistant Operations Officer in USS LEYTE GULF (CG 55). Following Department Head training, he reported as Chief Engineer in USS FITZGERALD (DDG 62) garnering all command and control excellence awards, the Marjorie Sterrett Award, Bloodhound Award and consecutive Battle E decorations. He subsequently joined Commander Destroyer Squadron FIFTEEN (CDS-15) as the Combat Systems and Ballistic Missile Defense Officer.
Ashore, Commander Mitchell earned a Master of Science in Electrical Engineering while completing his Joint Professional Military Education (JPME I) from the Naval Postgraduate School in Monterey, California. In Washington, DC he served on the Chief of Naval Operations (OPNAV) staff as the Surface Manpower Acquisition Specialist in the Manpower and Training Branch (OPNAV N125) and most recently as the Deputy Executive Assistant for the Director, Surface Warfare (OPNAV N96).
His awards include the Navy Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (four awards), Black Engineer of the Year Award, and various unit and service awards.
