Commanding Officer (May 2009 - May 2011)
Commander Brand is a native of Houston, Texas and a Class of 1991 graduate of Texas A&M University. Following commissioning, he attended initial Surface Warfare Officer training in Coronado, California in 1992.
Commander Brand’s service at sea includes Division Officer tours in Communications and Deck Departments in Apra Harbor, Guam while serving aboard USS WHITE PLAINS (AFS-4) and Combat Information and Electronic Warfare Officer in San Diego, California while aboard USS BENFOLD (DDG-65). He also served aboard USS BLUE RIDGE (LCC-19) as Flag Lieutenant for Commander SEVENTH FLEET in Yokosuka, Japan. His department head tours included two deployments aboard Pearl Harbor based destroyer USS O’KANE (DDG-77) during Operations Enduring Freedom and Iraqi Freedom as Weapons Officer and Combat Systems Officer. In 2005, he commanded USS GRAPPLE (ARS 53) and deployed in support of Humanitarian and Disaster relief operations in the wake of Hurricanes Katrina and Rita.
Shore assignments have included Flag Aide to the Director of Space, Information Warfare, Command and Control (OPNAV N6) and later, Flag Aide to the Deputy Chief of Naval Operations for Plans, Policy, and Operations (OPNAV N3/N5) in Washington, DC. In March 2005, he attended the College of Naval Command and Staff and graduated from the United States Naval War College with a Masters Degree in National Security and Strategic Studies.
Commander Brand’s most recent assignment was with the Office of the Chief of Naval Operation’s Staff in Washington, DC as the Integrated Air and Missile Defense Requirements Officer and Naval Integrated Fire Control Resource Sponsor.
His personal decorations include the Defense Meritorious Service Medal, two awards of the Meritorious Service Medal, four awards of the Navy Commendation Medal, two awards of the Navy Achievement Medal, and various other personal, unit, and campaign awards.
