Commander Chicoine is a native of Colchester Vermont; he enlisted in the Navy in 1984.
Following Advanced Electronics Training and Nuclear Propulsion Training he served as a Nuclear Electronics Technician onboard the USS FLORIDA (SSBN 728G). Following his sea tour he was selected for the Enlisted Commissioning Program. He graduated from the University of Idaho in May of 1995 with a Bachelor of Science Degree in Physics and was commissioned as a Surface Warfare Officer.
Commander Chicoine’s Division Officer sea tours were as First Lieutenant onboard USS TAYLOR (FFG 50) 1995-1997, and as Propulsion Aft Officer onboard USS JOHN F. KENNEDY (CV 67) 1997-1999.
Following sea duty he attended the Naval Post Graduate School in Monterey California where he received a Master of Science Degree in Applied Physics. His research focused on the initial development of a robotic platform designed to search for mines in the surf zone.
Commander Chicoine’s Department Head tours were as the Chief Engineer onboard USS ARLEIGH BURKE (DDG 51) 2002-2004 and as Executive Officer onboard USS GRASP (ARS 51) 2004-2006.
He completed an additional sea tour as TLAM Officer in Carrier Strike Group Ten (2007-2008), deploying onboard USS HARRY S TRUMAN (CVN 75). While in the Persian Gulf his team served as Launch Area Coordinator for the first operational employment of a TLAM BLK IV missile.
CDR Chicoine’s most recent tour was as Deputy Enlisted Readiness and Placement Officer at PERS-4013 in Millington Tennessee.
His decorations include five Navy and Marine Corps Commendation Medals, one Navy Achievement Medal, two Good Conduct Medals and numerous unit and campaign medals and ribbons.
