CDR Matthew Harper is from San Francisco, California and commissioned through Navy ROTC in 1996.
At sea, he served aboard USS AUSTIN (LPD-4) as Main Propulsion Division Officer and Auxiliaries Officer. He then served aboard USS COLE (DDG 67) as Combat Information Center Officer and Assistant Operations Officer. As Department Head he served as Weapons and Combat Systems Officer aboard USS SHOUP (DDG 86).
Ashore, CDR Harper served as a Junior Officer Detailer at Navy Personnel Command in Millington, TN and in 2006 did a six-month IA as an Operational Planner to the Combined Joint Task Force-Horn of Africa, Djibouti. CDR Harper then served on the Seventh Fleet staff in Yokosuka, Japan as the Joint Task Force Exercise Officer and as the Southeast Asia Desk Office. His most recent assignment was Future Operations Plans and then Special Assistant to the Commander, U.S. Africa Command.
CDR Harper holds a Bachelors in History and Political Science from Boston University and a Masters in Public Administration from Harvard Kennedy School.
