Executive Officer

Commander Heely is a native of Norfolk, Virginia and a 1998 graduate of the Virginia Military Institute, with a Bachelor of Science degree in Biology and a minor in Chemistry. He has a Masters Degree in National Security and Strategic Studies from the Naval War College.

His at sea assignments include Communications Officer and Main Propulsion Assistant in USS SAMUEL B ROBERTS (FFG 58), Combat Information Center Officer and Assistant Operations Officer in USS LABOON (DDG 58), Commissioning Chief Engineer in USS SAMPSON (DDG 102), and Chief Engineer in USS LAKE CHAMPLAIN (CG 57). He has deployed to the Mediterranean Sea, Arabian Gulf, and the Western Pacific.

Ashore, he has served on the OPNAV staff as an Action Officer within the Counterdrug Branch and Flag Aide to the Deputy Chief of Naval Operations for Information, Plans, and Strategy (OPNAV N3/N5), as Military Legislative Fellow to Congressman Gene Taylor of Mississippi, and the Joint Staff as Deputy Legislative Assistant to the Chairman of the Joint Chiefs of Staff. Commander Heely assumed duties as Executive Officer in USS MICHAEL MURPHY (DDG 112) in September, 2014.

Commander Heely’s military decorations include the Defense Meritorious Service Medal, Navy Commendation Medal (four awards), the Navy Achievement Medal, and various unit and service awards.
