LCDR Arthur was born in Killeen, TX and raised in California, Germany, and Virginia. He was awarded a four year NROTC scholarship to attend Virginia Polytechnic Institute and State University where he graduated and received his commission in 1996.
His first tour of duty was aboard USS CARR (FFG-52), where he served as Damage Control Assistant. In November 1998, LCDR Arthur reported to USS MONTEREY (CG-61) as the CIC Division Officer.
In October 2000, LCDR Arthur reported to USS BARRY (DDG-52) as the Chief Engineer. In June 2002, LCDR Arthur reported to USS THORN (DD-988) as the Chief Engineer. In June 2004, LCDR Arthur was selected to attend the Naval Postgraduate School (NPS). While assigned to NPS, he obtained a Master’s Degree in Space Systems Operations. He completed his Joint Professional Military Education (JPME I) at NPS.
In October 2004, LCDR Arthur reported to Mobile Security Squadron THREE (later Maritime Expeditionary Security Squadron THREE) as the Officer in Charge of Maritime Security Detachment THREE THREE and Maritime Expeditionary Security Detachment THREE TWO TWO.
LCDR Arthur’s tour ashore was as the Deputy Executive Assistant to the DCNO for Communication Networks (N6).
LCDR Arthur’s awards include the Meritorious Service Medal; Navy Commendation Medal; Navy Achievement Medal and various unit and service awards.
