A native of Hubbard, Ohio, Lieutenant Commander Evans received his commission from the United States Naval Academy in 1996.
At sea, he deployed to the Arabian Gulf aboard USS BRISCOE (DD 977) as the Damage Control Assistant, and USS BARRY (DDG 52) as the Assistant Operations Officer. As a department head, he served as the Operations Officer aboard USS GERMANTOWN (LSD 42) and Combat Systems/Force Protection Officer for Commander Destroyer Squadron TWO THREE, while deployed with NIMITZ Strike Group.
Ashore, LCDR Evans graduated from George Washington University with a Master of Public Policy and the Naval War College with a Master of Strategy and National Security. He also completed tours at Aegis Training and Readiness Center and at Navy Personnel Command. LCDR Evans awards include the Navy and Marine Corps Commendation Medal (four), Navy Marine Corps Achievement Medal and various unit, campaign, and service awards.
