CDR Steven M. Foley
Executive Officer (September 2013 - November 2013)

Commander Steve Foley, a native of Dolton, Illinois, enlisted in the Navy in 1983 and advanced to the enlisted rank of Senior Chief Petty Officer. He received his commission as an Officer through the merit-based Limited Duty Officer program and was later selected to Unrestricted Line Officer. Commander Foley graduated Summa Cum Laude from Southern Illinois with a Bachelor of Science Degree in Education.

Commander Foley’s first Division Officer tour of duty was aboard USS JOHN A. MOORE (FFG 19) where he served thirty-six months as Electronics Material Officer and Combat Systems Officer, deployed twice in support of counter-drug operations, and earned his Surface Warfare qualification. His next Division Officer tour was aboard USS PORTER (DDG 78) where he served as Electronics Material Officer and deployed to the Mediterranean Sea in support of Operations Iraqi Freedom and Enduring Freedom. After completing Department Head School in Newport, Rhode Island, Commander Foley reported to USS NORMANDY (CG 60) and served thirty-one months as Weapons Officer and Combat Systems Officer and deployed as Flagship for embarked Commander, Standing NATO Maritime Group Two completing an inaugural circumnavigation around Africa. Commander Foley then served twenty-four months as Executive Officer aboard USS LABOON (DDG 58) and deployed twice to the Mediterranean Sea and Indian Ocean in support of counter-piracy operations and Operations Atlantic Sentry and Sharp Sentry.

His shore assignments include Staff Electronic Communications Officer to Commanding Officer, Fleet Training Center, Norfolk and later as Staff Operations and Fleet Synthetic Training Officer (N93) to Commander, Strike Force Training Atlantic.

Commander Foley is a graduate of the United States Naval War College in 2009 earning a Master’s Degree in Strategic Studies at the College of Naval Command and Staff and concurrently completing a thirteen-month Naval Operational Planner course. He completed his Joint Professional Military Education (JPME I) while in residency at the Naval War College in Newport, Rhode Island and completed JPME II while attending Joint Forces Staff College in Norfolk, Virginia.

Commander Foley has been awarded the Meritorious Service Medal, Navy Commendation Medal (8 awards) and Navy Achievement Medal (3 awards) as well as various unit and campaign awards.
