Chief Staff Officer
Commander Moulis is a native of Glen Burnie, Maryland. He enlisted in the U.S. Navy in July 1991 and entered the Naval Academy Preparatory School (NAPS) in Newport, Rhode Island. He graduated from the United States Naval Academy in May 1996 with a Bachelor of Science Degree in History and was subsequently commissioned an Ensign in the U.S. Navy. Following commissioning, he briefly served at NAPS in the Computer Science and Athletics departments before reporting to NAS Pensacola, Florida for flight training. He was designated a Naval Aviator in July 1998.
Commander Moulis’ first fleet assignment was in NAS North Island, California from 1999-2002 with the Saberhawks of HSL-47. While assigned to HSL-47, he served as Assistant Tactics Officer, Detachment Operations Officer, and Detachment Maintenance Officer and deployed on USS RENTZ (FFG 46) and USS JOHN YOUNG (DD 973).
Following his tour with the Saberhawks, Commander Moulis reported to NAS Pensacola from 2002-2004 as a member of the Search and Rescue unit, flying the venerable UH-3H helicopter and serving as the Air Station’s Fleet Liaison Officer. His next assignment was with the Air Department onboard USS TARAWA (LHA 1) located in San Diego, California, serving as V4 Fuels Officer and the Aircraft Handling Officer. In 2006, he reported to the Naval Postgraduate School in Monterey, California and earned a Masters of Art Degree in Security Studies.
In October 2007, Commander Moulis reported to the Battle Cats of HSL-43 located in NAS North Island, California for his Aviation Department Head tour. He deployed in June 2008 as the Helicopter Detachment Officer-In-Charge aboard the USS RENTZ (FFG 46). While at HSL-43 he served as the Squadron’s Safety Officer, Training Officer, and Maintenance Officer.
In January 2010, Commander Moulis reported to CNAF’s Naval Helicopter Transition Team, serving as the Lead Planner for the introduction of the MQ-8 Fire Scout Vertical Take-off and Landing Tactical Unmanned Aerial Vehicle (VTUAV) and Aviation Integration Officer for the Littoral Combat Ship (LCS). In April 2014, he reported to TACRON 12 as Detachment Officer-In-Charge and Acting Executive Officer, deploying in January 2015 aboard USS BONHOMME RICHARD (LHD 6). He reported as Chief Staff Officer for COMTACGRU ONE in November 2015.
