Commander

Captain Victor “Vic” V. Cooper was commissioned in July 1988 through Officer Candidate School (OCS) in Newport, RI. He received a Bachelor of Science Degree in Computer Science in 1986 from Millsaps College located in Jackson, MS. His initial fleet assignment was in USS TUSCALOOSA (LST 1187) as the Electrical Officer and later as the Assistant First LT from November 1988 until July 1992. During his tour, TUSCALOOSA conducted two deployments, one to the Western Pacific and the other to the Persian Gulf, participating in Desert Shield.
Leaving USS Tuscaloosa in July 1992, he reported to Naval Reserve Readiness Center, Atlanta GA, serving as the Training Officer and Manpower Officer. In August 1994, he reported to Department Head School in Newport, RI and was subsequently assigned as Chief Engineer for MCM Rotational Crew (MCM ROTCREW) Charlie, Ingleside TX in May 1995. During his tour as Chief Engineer, MCM ROTCREW Charlie served on several MCM platforms, USS CHAMPION (MCM-4), USS WARRIOR (MCM-10) and was forward deployed to Bahrain on the USS ARDENT (MCM-12). Finishing up a successful tour, he received orders to Commander, Atlantic Fleet Propulsion Examining Board (PEB) as a Space Assessor in 1997.

After completing the PEB tour in Mar 1999, Captain Cooper reported to the Naval War College in Newport, RI. He graduated in March 2000, earning a Masters of Arts degree in National Security and Strategic Studies. He then reported to BUPERS in Millington, TN in March 2000 and was assigned to the PERS 86 code as a Special Assistant for Reserve Officer Promotions.

In November 2001, he reported on board USS RUSHMORE (LSD 47), the SMART GATOR, as the Executive Officer. In February 2003, he transferred off the USS Rushmore while she was deployed to the Persian Gulf in support of Operation Enduring Freedom.

He reported to the Chief of Naval Personnel/OPNAV (N132D) staff working as the FTS Surface Enlisted Community Manager. While assigned to OPNAV from March 2003 to July 2004, he completed a six-month Individual Assignment (IA) tour assigned to Combined Joint Task Force- Horn of Africa (located in Djibouti, Africa) as the Current Operations Officer. In August 2004, he reported to the Commander, Navy Reserve Readiness Command, Mid-Atlantic in Washington, DC.

Captain Cooper’s most recent at-sea assignment was Commanding Officer, USS PEARL HARBOR (LSD 52) May 2006 to November 2007. He recently transferred from Commander, Naval Forces Europe and Commander, Naval Forces Africa and Commander SIXTH FLEET, serving as the Operational Support Officer. He just finished his tour as the Head, Reserve Officer Community Manager (BUPERS 318) in Millington, TN. He completed his MBA from the Averett University and is working on his Masters in Systems Analysis at Naval Post Graduate School.

His military decorations include the Legion of Merit, Meritorious Service Medal (four awards), Joint Service Commendation Medal, Navy Commendation Medal (five awards), Navy Achievement Medal (three awards) and various unit and service awards.
Captain Cooper assumed duties as Commander of Amphibious Squadron FIVE on 5 June 2013.
