Deputy Commander (December 2012 - July 2013)

A native of Appleton, Wisconsin, Commander Finman graduated from the U.S. Naval Academy in 1992 with a degree in Systems Engineering and a commission in the United States Navy as a Surface Warfare Officer.

His ship tours include Combat Information Center Officer in USS RENTZ (FFG-46), Machinery Room Two Officer in USS THEODORE ROOSEVELT (CVN-71), First Lieutenant in USS GUNSTON HALL (LSD-44), Reactor Training Assistant in USS GEORGE WASHINGTON (CVN-73), Executive Officer in USS CARTER HALL (LSD-50), and, most recently, Commanding Officer of USS RUSHMORE (LSD 47). He has deployed to the waters of the Western Pacific, South America, Africa, Mediterranean Sea, Arabian Gulf, and Indian Ocean.

His shore duty includes being a trainee in the Navy's Nuclear Power Training program, an Instructor at NROTC Unit Hampton Roads in Norfolk, Virginia, the Surface Nuclear Assignments detailer at Navy Personnel Command in Millington, Tennessee, a student at the Naval War College in Newport, Rhode Island, and the Expeditionary Warfare Branch Head at NATO's Maritime Command Headquarters in Naples, Italy.

He is a Joint Qualified and holds has a Masters of Engineering Management from Old Dominion University and a Masters in National Security Studies from the Naval War College.
