LCDR Volney “Foster” Righter
Executive Officer

A native of Marion, Massachusetts, Lieutenant Commander Foster Righter graduated from the United States Naval Academy in 1999 with a Bachelor of Science in Political Science and a commission as an Ensign.

His initial sea assignment was in USS KINGFISHER (MHC 56) as 1st LT / Weapons Officer from 2000 until 2002. While assigned to KINGFISHER, he was awarded “shiphandler of the year”. Following his tour on KINGFISHER, LCDR Righter reported to USS PAUL HAMILTON (DDG 60) as CIC Officer. During this tour, PAUL HAMILTON completed a nine-month deployment in support of Operation Iraqi Freedom as part of the ABRAHAM LINCOLN Strike Group, returning to Pearl Harbor in the Spring of 2003. LCDR Righter qualified as AEGIS Tactical Action Officer while assigned to PAUL HAMILTON. After detaching from PAUL HAMILTON in 2004, LCDR Righter reported to ATGMIDPAC as a Training Liaison Officer. While assigned to ATG, he guided USS HOPPER and USS PORT ROYAL through unit level training, and he earned a Masters degree in Business Administration from Hawaii Pacific University in 2006. Following shore duty and completion of the Department Head Pipeline, LCDR Righter reported to USS CROMMELIN (FFG 37) in 2007 as Operations Officer. During this tour, CROMMELIN completed a Counter Narco-Terrorism deployment to the Eastern Pacific. Upon completion of his tour on USS CROMMELIN, LCDR Righter transferred to COMDESRON 31 as the Operations Officer. While assigned to CDS 31, he completed two CARAT deployments to Southeast Asia in 2009 and 2010. After his Department Head sea tours, LCDR Righter transferred to USPACOM where he served as an Executive Assistant, and later as a Maritime Ops Planner in J35.

LCDR Righter’s personal decorations include the Defense Meritorious Service Medal, the Navy and Marine Corps Commendation Medal (4), and the Navy and Marine Corps Achievement Medal.
