Captain Paul Lyons is a native of Hanover, Massachusetts and was commissioned via the Naval ROTC Program at Boston University; receiving a Bachelor of Science degree in Third World History in 1988. In addition, he maintains a Masters of Business Administration (MBA) degree from Providence College and a Masters of Public Administration (MPA) degree from the John F. Kennedy School of Government at Harvard University.
Captain Lyons’ sea service include assignments as Main Propulsion Assistant and Combat Information Center Officer in USS OLIVER HAZARD PERRY (FFG 7), Engineer Officer in USS McCLUSKY (FFG 41) and in USS LAKE ERIE (CG 70), Flag Secretary and Flag Aide for Commander TASK FORCE SEVEN SIX/Commander, Amphibious Group ONE, and as Commanding Officer of USS SAFEGUARD (ARS 50) and USS STETHEM (DDG 63). Captain Lyons’ crew in USS STETHEM earned him recognition as the Navy’s VADM James B. Stockdale Leadership Award recipient for 2008. His most recent tour afloat was in USS BLUE RIDGE (LCC 19) as the Director of Operations (N3) and Maritime Operations Center (MOC) Director for the U.S. SEVENTH Fleet.
Captain Lyons’ service ashore include assignments in the Gas Turbine Engineering Division at the Surface Warfare Officer’s School Command, in the Institute for the Study of Conflict, Ideology and Policy (ISCIP) as a Federal Executive Fellow and politico-military analyst focused on the Russian Federation and the former Soviet states, in the Strategic Plans and Policy Directorate (J5), Middle East Division of the Joint Staff as a Middle East Regional and Iraq Policy Planner, and in OPNAV’s Integration of Capabilities and Resources Directorate (N8) as Deputy, Theatre Air and Missile Defense (N865) and as Executive Assistant to Director, Surface Warfare (N86).
