Captain Disy graduated in 1990 from the U.S. Naval Academy with Merit receiving a Bachelor of Science in English. He earned a Master of Arts in National Security and Strategic Studies in 2002 from the Naval War College graduating with Distinction and completing the Naval Operational Planner Course (NOPC). He also earned an Executive Master in Business Administration in 2008 from the Naval Post-graduate School.
Captain Disy has spent the majority of his Navy career at sea, deploying to the Mediterranean Sea, Black Sea, Indian Ocean, Arabian Gulf, North and South Atlantic, South and West Pacific, Baltic, Caribbean and Red Seas participating in numerous operations and exercises including Operation Sharpe Guard, the 1996 Taiwan Strait Crisis, Operation Enduring Freedom and Operation Iraqi Freedom. Shipboard tours include USS Hawes (FFG 53) in various division officer billets; USS Callaghan (DDG 994) as the Combat Systems Officer; USS Decatur (DDG 73) as the pre-commissioning Combat Systems Officer; Sixth Fleet Staff embarked in USS Lasalle (AGF-3) and USS Mt. Whitney (LCC 20) as the Surface Strike Operations Officer; and USS Leyte Gulf (CG 55) as the Executive Officer. His most recent assignment at sea was as Commanding Officer, USS Benfold (DDG 65). While in command, BENFOLD deployed twice to Fifth and Seventh Fleets, conducting real world Maritime Security, Counter Piracy, Ballistic Missile Defense (BMD), and other operations. BENFOLD also conducted numerous high-profile BMD events, including the live fire missile exercise, STELLAR DAGGERS.
Ashore, Captain Disy served in the office of the Chief of Naval Operations as special assistant to the Director for Operations, Plans and Strategy (N3/N5) and as Executive Assistant to the Director, Surface Warfare Combat Systems and Weapons (N86F). While at OPNAV, Captain Disy served as the principle Navy writer for the 2006 Naval Operational Concept (NOC) and represented Navy policy in numerous Joint forums. While serving at the Missile Defense Agency, Captain Disy served as Executive Officer to the Director and as the Director for Warfighter Strategic Integration.
