Native of Millbrook, NY, CDR McDowell is a 1993 graduate of Brockport University with a degree in Communications Studies.
His initial sea assignment was to USS MOUNT WHITNEY (LCC-20) as the Information Systems Officer deploying to the Mediterranean Sea while temporarily serving as the COMSIXTHFLT Flagship. His next assignment was Fire Control Officer on USS SAN JACINTO (CG-56) deploying to FIFTH FLEET in support of OPERATION SOUTHERN WATCH. His first department tour was Combat Systems Officer on USS NICHOLAS (FFG-47), surge deploying to the Mediterranean Sea in support of the GLOBAL WAR ON TERRORISM. His most recent assignment was on USS CAPE ST GEORGE (CG-71) as Combat Systems Officer deploying to FIFTH FLEET.
CDR McDowell’s shore tours include the Naval Postgraduate School, where he earned a master’s degree in National Security Affairs/Middle East. He served consecutive tours as N6 at Destroyer Class Squadron and then as N5/Assistant Chief of Staff Plans Officer at Expeditionary Strike Group Two. He then served as a Legislative Fellow for Senator Susan Collins of Maine. His most recent assignment was to Naval Warfare Integration Group (N00X) where he served as Executive Assistant.
CDR McDowell’s personal awards and decorations include the Meritorious Service Medal (two awards), Navy Commendation Medal (four awards), Navy Achievement Medal (three awards) as well as various campaign and unit awards.
