Commanding Officer (March 2013 - March 2015)
Captain Kott is a native of Newport, Rhode Island, and is the son of a career Naval Officer. He was commissioned in 1990, upon graduation from the U.S. Merchant Marine Academy, Kings Point, New York receiving his Bachelor of Science degree in Marine Transportation.
Previous at sea assignments include tours as Navigator in USS FLATLEY (FFG 21), commissioning Combat Information Center Officer in USS RAMAGE (DDG 61), Operations Officer in USS MITSCHER (DDG 57) and USS HUE CITY (CG 66), and Executive Officer in USS HOPPER (DDG 70).
His most recent at sea assignment was in command of USS HOPPER (DDG 70) from July 2008 to March 2010. During this period, HOPPER was awarded two consecutive Battle Efficiency Awards, the 2008 Spokane Trophy, the 2008 Chief of Naval Operations Safety Award for Pacific Fleet DDGs, two Commander Destroyer Squadron Thirty One Unit Tactics Awards, the 2010 Secretary of the Navy Energy Efficiency Award, and the Retention Excellence Award.
While ashore he has served on the Chief of Naval Operations Staff, Surface Warfare Directorate (N76) as a Budget and Appropriations Analyst, and on the Joint Staff, Operational Plans and Joint Force Development Directorate (J7) as the Combatant Commander Joint Exercise Program Manager. Prior to reporting to MOBILE BAY, he most recently served on Chief of Naval Operations Staff, Programming Division (N80) as the Ship and Submarine Programs Section Head.
Captain Kott is a 1997 graduate of the Naval Postgraduate School, earning a Master of Science in Management as part of the Financial Management Curriculum, and is a 2011 graduate of the National War College earning a Master of Science in National Security Strategy.
Captain Kott’s personal awards include the Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Joint Service Achievement Medal, Navy and Marine Corp Achievement Medal as well as various campaign and unit awards.
