Master Chief Engineman Franklin A. Tobar is a native of Venice, California and a graduate of St. Monica High School. In February 1988, Master Chief Tobar enlisted in the U.S. Navy. After completion of recruit training in Great Lakes, he reported to Engineman “A” School. Following graduation, Master Chief reported to NAVAL BASE SUBIC BAY, RP where he worked at port operations as maintenance man, and CHIEF ENGINEER of AIR/SEA Rescue 681.

He next reported to USS RUSHMORE LSD 47 for PRECOM DUTY. Onboard he was assigned to A-Gang as maintenance engineer while underway standing main propulsion watches as Engine Operator/Console Operator.

Master Chief’s next command will take him overseas again, forward deployed at Yokosuka Japan to the USS CURTS FFG 38 as the ships RAST tech, again assigned to A-gang.

After Japan, he reported to NAVSCIATTS, Rodman Panama where he performed as a bilingual instructor teaching foreign students from all parts of South and Central America, the Caribbean Islands on engine overhaul and riverine operations.

Back to sea he would take orders to USS Monsoon PC 4 in Coronado, CA taking on the role of LPO.

Master Chief Tobar reported to ATG MIDPAC, Pearl Harbor, HI where he instructed basic and advanced damage control and firefighting. He later qualified as a Master Training Specialist, Training Safety Officer. Selected and advance to the rank of Chief Petty Officer.

After completing shore duty Master Chief Tobar reported onboard USS PEARL HARBOR LSD-52, San Diego CA and served Starboard Side LCPO for M-Division. He was selected and advanced to Senior Chief Petty Officer and assumed duties as Departmental LCPO for engineering.

After completing his sea duty, Master Chief reported to SWRMC and performed the duties of a NAVSEA certified Diesel Inspector.

Completing his tour he continued with orders to the USS GERMANTOWN LSD 42 as the DLCPO, “TOP SNIPE/DEI”. Took the GERMANTOWN through a extensive midlife upgrade and training cycle and deployed. While on deployment conducted a successful hull swap with the USS HARPERS FERRY LSD 49 and fulfilled the same roles. Selected and advanced to Master Chief.

Master Chief Tobar next assignment was NAVAL BASE SAN DIEGO, were he performed the duties as DLCPO for PORT OPERATIONS, involved with IDC and performed the duties as CMDCM when needed.

Master Chief Tobar is currently serving in Destroyer Squadron Two Three, reported 19 Jan 2016 as N42 for his final tour. His 30 year date 3 February 2018.

Master Chief Tobar awards include: four Navy and Marine Corps Commendation Medal, six Navy/Marine Corps Achievement Medals, the Joint Meritorious Unit Commendation, the Navy Unit Commendation, two Meritorious Unit Commendation Medals, four Battle “E” Ribbons, six Good Conduct Medals, two National Defense Service Medals, the Armed Forces Expeditionary Medal, two South East Asia Medal, the Global War on Terrorism Service Ribbon/Medal, Humanitarian Service Medal, six Sea Service Deployment Ribbons, six Overseas Service Ribbons, Kuwait Liberation Medal (Kuwait) Rifle/Pistol Sharp Shooter.
