|CAPT William Rockwell Daly
Bill Daly is a Surface Warfare Officer whose career has been marked by numerous deployments to multiple theaters of operations. He has also trained for and been utilized in jobs requiring expertise in strategy and policy-making, programming and budget-making, financial management and resourcing, in political-military affairs, and in military readiness and execution.
Afloat, Captain Daly served on cruiser and destroyer type ships including USS MOBILE BAY, USS SPRUANCE, USS THOMAS S GATES and USS GETTYSBURG. He commanded USS FARRAGUT. He deployed extensively to the Middle East, the Western Pacific, Europe and South America. Ashore, Captain Daly has served on the staffs of the Chairman of the Joint Chiefs, the Chief of Naval Operations (two tours) and the Commander, Pacific Fleet.
In addition to his surface warfare sub-specialties, Captain Daly is a proven Naval Strategy sub-specialist, a Financial Management (FM) sub-specialist and a Political-Military (POL-MIL) sub-specialist. He graduated from the United States Naval Academy in 1993. He has master’s degrees from Harvard’s Kennedy School of Government, where he was the Navy’s Arthur Moreau Scholar for International Relations, and from the United States Naval War College.At the Naval War College he was the American student selected for the first full-year curriculum of the international officer’s program at the Naval Staff College. Captain Daly was an MIT Seminar XXI fellow (2013) and a fellow at the Department of State Foreign Service Institute National Security Executive Leadership Seminar (NSELS, 2015).
