SHIMODA, Japan  Rear Adm. Richard Wren, commander of Naval Forces Japan; Capt. Charles Williams, commander of Destroyer Squadron (DESRON) 15; Capt. Daniel Weed, commander of Fleet Activities Yokosuka and Cmdr.
