CAPT William James Parker III
Commodore (May 2012 - April 2013)

Captain William Parker is a 1988 distinguished military graduate and class president of the U.S. Air Force Academy. He is a native of Maryland.

A Surface Warfare Officer, Parker has commanded the Destroyer USS Donald Cook (DDG 75), and two Patrol Coastals USS Whirlwind (PC 11) and USS Zephyr (PC 8). He has also served at sea aboard USS New Jersey (BB 62), USS John F. Kennedy (CV 67), USS Reuben James (FFG 57), USS Chancellorsville (CG 62) and as Chief Staff Officer of DESRON 21 aboard USS John C. Stennis (CVN 74) and most recently as Deputy Commodore DESRON 23.

Captain Parker operated on the ground during combat operations in Iraq, Afghanistan and Pakistan for nearly two years in support of Operations Iraqi Freedom and Enduring Freedom, including a one-year tour as Chief of Campaign Plans in Baghdad, Iraq.

Parker holds a Doctorate Degree in Biological Defense from George Mason University’s Department of Molecular and Microbiology and a Master’s Degree from Harvard’s John F. Kennedy School of Government.

Captain Parker is the 2009 James Stockdale Award winner for Inspirational Leadership. He was the Joint Staff (J-7) Action Officer of the Year.

Parker is the principal author of the multi-national campaign plan for Iraq, and the inter-agency plan for US interests in Pakistan. He created the 6 Phase Campaign construct now used by the US and our allies to develop war and contingency plans worldwide.

Ashore, Captain Parker served as the Senior Military Adviser to the Secretary of State for Iraq Affairs; as the Senior Adviser to the U.S. Ambassador to Pakistan; as a strategic planner in the Strategy Division (N513) of the OPNAV Staff; as strategist for the 2000 Quadrennial Defense Review; and as Campaign Plans Branch Chief on the Joint Chiefs of Staff. He has also served as Aide and Flag Lieutenant to Naval District Washington and Military Sealift Command.

Parker holds various decorations and awards, including the Legion of Merit, Bronze Star, Defense Meritorious Service Medal, five Navy Meritorious Service Medals, and the Department of State Superior Honor Award and Meritorious Honor Award. Captain Parker is an award winning author who has published articles on leadership at sea, epidemiology, infrastructure vulnerability, and weapons of mass casualties. He has authored two books entitled The Taxonomy of a Grand Strategy Against Weapons of Mass Casualties; and Jihadist Strategic Communication: As Practiced by Usama bin Laden and Ayman al-Zawahiri .

Captain Parker is Joint Service Officer qualified and is certified by Sandia National Labs to conduct threat assessments for public water systems, utilities and metropolitan areas. He is a SERE school graduate, qualified military parachutist, and civilian SCUBA diver.
