Wirt R. Fladd hails from Rochester, New York. Upon graduation in 1963 from the University of Rochester, he entered Officer Candidate School at Newport, Rhode land and was commissioned an Ensign in February 1964. Fladd's afloat duties included junior officer tours aboard USS Lenawee (APA 195), USS Fletcher (DD 445), and USS Taylor (D 468). He was Executive Officer on USS Vancouver (LPD 2), and served as Commanding Officer of SS Floyd County (LST 762), USS Tacoma (PG 92), USS Beaufort (ATS 2), and USS Frederick (LST 1184). Captain Fladd was Commanding Officer of USS Denver (LPD 9) and the USS Tarawa (LHA 1) and Chief Staff Officer for Amphibious Squadron Three.
Captain Fladd's shore duties included assignments as Flag Secretary to Commander, Western Sea Frontier, student at the U.S. Naval War College, and two tours at the Naval Military Personnel Command, first as the Combat Logistics Force Placement Officer and as Deputy to the Director, Surface Warfare and General Unrestricted Line Officer Distribution Division. Captain Fladd served as Commander Naval Surface Force, U.S. Pacific Fleet from November 1992 to April 1993.
