Captain Menoni is from Oak Park, IL and attended the University of Illinois, Urbana-Champaign, where he earned a Bachelor of Arts Degree in Economics and received his commission on 3 July 1991. He has also earned a Masters Degree in Business Administration, a certificate in Systems Analysis, JPME-1 credit from the Naval War College and JPME-2 credit from the Joint Staff College.

Captain Menoni attended naval flight training in Pensacola, Florida, receiving his wings in October 1993. He is qualified as a pilot in both the H-46 Seaknight and MH-60S Kinghthawk.

Captain Menoni’s operational flying tours include Helicopter Combat Support Squadron FIVE, Helicopter Combat Support Squadron ELEVEN and Helicopter Sea Combat Squadron TWENTY FIVE as the Commanding Officer. He has also served as an Instructor Pilot at Helicopter Combat Support Squadron THREE, the Flag Lieutenant at Carrier Group FOUR, the Helicopter Sea and Assistant Captain Detailer for PERS-43, and as a Planner for USFK, CENTCOM, JTF-435/ISAF, and AFRICOM/JTF ODDESSY DAWN during his joint tour. Captain Menoni served as the Executive Officer for USS SAN DIEGO (LPD 22) from November 2012 to January 2014 and assumed command Feb. 7, 2014.

Captain Menoni's personal awards include the Defense Meritorious Service Medal (2), the Meritorious Service Medal (3), and the Air Medal Strike-Flight (2).
