Chief Of Staff
Captain Martin is a native of Virginia and enlisted in the U.S. Navy in 1980. After boot camp and advanced technical field training, he was assigned to the Naval Air Test Center, Patuxent River as a crewmember in the Surface Effect Ship (SES 200). He then attended the Naval Academy Preparatory School, and graduated from the U.S. Naval Academy in 1988.
After the Surface Warfare Officer Basic Course, Captain Martin completed the Anti-Submarine Warfare (ASW) course at the Fleet ASW Training Center. He served as ASW Officer and Navigator in USS STERETT (CG 31), homeported in Subic Bay, Philippines and deployed to the Arabian Gulf for Operation EARNEST WILL. He also served as Main Propulsion Assistant in USS DENVER (LPD 9), and deployed to the Indian Ocean for Operation RESTORE/CONTINUE HOPE and support of United Nations operations off the coast of Somalia (UNOSOM II).
After a shore tour as Combat Logistics and Afloat Prepositioning Force Officer for Commander, Military Sealift Command Far East in Yokohama, Japan, Captain Martin completed Surface Warfare Officer Department Head School. He served as First Lieutenant in USS FREDERICK (LST 1184), and deployed to the Western Pacific for Exercise Cooperation Afloat Readiness and Training (CARAT). He also served as Combat Systems Officer and Navigator in USS BELLEAU WOOD (LHA 3), homeported in Sasebo, Japan and deployed to the Arabian Gulf for Operation DESERT FOX as well as to East Timor in support of United Nations operations (INTERFET).
After serving ashore as Executive Assistant for Commander, Logistics Group Western Pacific/Task Force 73 in Singapore, Captain Martin was Executive Officer in USS BRIDGE (AOE 10), and deployed to the Arabian Gulf for Operations ENDURING FREEDOM and IRAQI FREEDOM. He then served as Deputy Assistant Chief of Staff for Operations and Exercises for Commander, Expeditionary Strike Group SEVEN/Task Force 76 in Okinawa, Japan and deployed to Thailand with Combined Support Force 536 for Operation UNIFIED ASSISTANCE (South Asia Tsunami Relief).
From 2005 to 2007, Captain Martin was Commander, Fleet Activities Chinhae, the U.S. Navy's only shore installation in Korea. Following command ashore, he was assigned to the Joint Plans Branch, NATO Allied Joint Force Command Headquarters Brunssum, Netherlands, where he was also the Senior U.S. Naval Officer. Prior to returning to Okinawa as Chief of Staff, Expeditionary Strike Group SEVEN/Task Force 76, he served as Assistant Chief of Staff, Operations/Plans and Chief of Staff for Commander, U.S. Naval Forces Korea/Task Force 78.
Captain Martin studied postgraduate management at the Maine Maritime Academy Center for Advanced Maritime Studies. He has subspecialties in Transportation Management and Combat Systems, and Joint Professional Military Education from the Air Command and Staff College (Phase I) and Joint Forces Staff College (Phase II). He participated in the NATO Senior Leader Program at the Defence Academy of the United Kingdom and the Navy Senior Leader Seminar at the U.S. Naval Postgraduate School. His personal decorations include the Legion of Merit, Defense Superior Service Medal, and multiple awards of the Meritorious Service Medal, Navy and Marine Corps Commendation Medal, and Navy Achievement Medal.
