Mr. David Volonino
Mr. David Volonino, a native of Binghamton, New York, served in the U.S. Navy for thirty years prior to his entry into civilian government service.
Mr. Volonino received his commission via the NROTC program at Rensselaer Polytechnic Institute (RPI), graduating in 1979 with a Bachelor of Science Degree in Electrical Engineering. He is also a distinguished graduate of the National Defense University, Class of 1996, M.S, National Resource Strategy, and a distinguished graduate of Old Dominion University (ODU) class of 2016, Graduate Certificate Public Sector Leadership.
During his naval career, Mr. Volonino served aboard nuclear submarines, big deck surface ships and aircraft carriers. He commanded the nuclear ballistic missile submarine USS NEBRASKA (SSBN-739) and the submarine tender USS EMORY S. LAND (AS 39). Both ships received many awards for distinguished service under his command, including four Battle Efficiency “E” Awards. Among his post-Afloat Major Command assignments, Mr. Volonino served as Chief of Staff for Task Force 70 / Carrier Strike Group FIVE embarked in USS KITTY HAWK (CV 63), and as Chief of Staff for Submarine Group TEN, Kings Bay, Georgia. He also served in a variety of shore duty assignments, including a tour of duty in the Pentagon where he served on the Joint Staff (J3) as Nuclear Operations Division Director and as a qualified Deputy Director for Operations (DDO).
In 2008, Mr. Volonino transitioned to his second career as a DoD civilian. He served as Director for Fleet Readiness, a special advisor to Commander, U.S. Second Fleet (C2F), on all matters pertaining to the readiness of assigned forces. When Second Fleet was identified for disestablishment, Mr. Volonino continued to serve as Director for Fleet Readiness, reporting to Commander Task Force 80 during the critical 18-month transition period.
In 2012, following the successful merger of the command elements of C2F and U.S. Fleet Forces Command (USFFC), Mr. Volonino joined the staff of Commander, Naval Surface Force Atlantic (CNSL). As Director for Force Integration, Mr. Volonino directly supported the Commander in leading top-level initiatives and leading the activities of the Surface Warfare Enterprise (SWE) Current Readiness Team. In 2016, Mr. Volonino was assigned additional duties and promoted to Executive Director.
