Master Chief Starks is a native of Stillwater, New York. He enlisted in the Navy in September 1994 immediately following high school. He is currently fulfilling the role as Command Master Chief aboard USS BAINBRIDGE DDG-96.

His tours afloat include USS UNDERWOOD FFG-36 out of Mayport Florida, and the following ships out of Norfolk Virginia: USS MONTEREY CG-61, USS STOUT DDG-55, GONZALEZ DDG-66, USS LABOON DDG-58 where he was advanced to Chief Petty Officer, USS JAMES E. WILLIAMS DDG-95 as the “Engineering Topsnipe” where he also was advanced to Master Chief Petty Officer.

He served two shore tours, First at Shore intermediate Maintenance Activity Norfolk and Second as Afloat Training Group Norfolk Gas Turbine Training Team Leader, where he was advanced to Senior Chief Petty Officer as well as completed his degree at Old Dominion University with a BS in Electro-Mechanical Engineering.

Master Chief Starks graduated the Senior Enlisted Academy class Blue186 in June 2015 and then proceeded to complete his Marine Gas Turbine Inspector (MGTI) Certification prior to arriving at his current duty station Commander Destroyer Squadron Twenty Eight.

Master Chief Starks’ decorations and awards include 5 Navy Commendation Medals, 7 Navy Achievement medals, 6 Battle Efficiency Awards, and numerous other unit and campaign decorations.
