ROSS participates in the Public/Private Venture (PPV) Housing Program. PPV allows single Sailors (E-1 through E-3 and E-4 with less than four years service) to receive partial BAH and live in a two-person barracks room, or two-person apartment (depending on availability). If you fall into one of these paygrades you should be able to qualify for this program after you have been aboard 90 days.

Depending how you arrive in Norfolk, the following information should help you locate the ship:
Flying into Norfolk, Virginia:
Norfolk International Airport has a Navy representative on duty in the Airport Information Booth to assist you. The booth is manned from 7:30 a.m. to midnight seven days a week and the representative can help you with information about transportation, duty office telephone numbers and emergency assistance numbers.
Driving to Norfolk:
No matter which direction you enter Hampton Roads; access to Naval Station Norfolk is gained from I-564 in Norfolk. From I-64 take I-564 (toward Naval Station Norfolk). When I-564 ends you will be at the main gate of Naval Station Norfolk. If you have a DOD vehicle decal, access to the base is through Gate 2. If you do not have a base decal, one may be obtained from the Pass Office on Hampton Blvd. To get to the Pass Office, make a left on Hampton Blvd. The Pass Office is two blocks up on the left hand side of the road.
If you arrive while ROSS is at sea, you must report to Transient Personnel Unit (TPU) Norfolk. The professionals at TPU will provide you further information as required.
