Command Master Chief Galvan, a native of Napa, California enlisted in the Navy in 1991. Following graduation from basic training, he reported to Naval Technical Training Command, Corry Station, Pensacola, Florida, where he completed Electronic Warfare Operator "A" School.

Upon graduation, he reported for duty to USS McCLUSKY (FFG 41) and twice deployed with the USS INDEPENDENCE (CV 61) Battle Group in support of Operation SOUTHERN WATCH. In 1996, he reported to USS ASHLAND (LSD 48) and deployed with the USS GUAM (LPH 9) Amphibious Readiness Group to the Mediterranean Sea. In 1999, he reported to Navy Recruiting District Richmond, Virginia and served as a recruiter for three years. In 2002, he reported to USS SAN JACINTO (CG 56) and deployed with the USS HARRY S., TRUMAN (CVN 75) in support of Operation IRAQI FREEDOM.

In 2003, he reported to the USS MAHAN (DDG 72) and deployed to the Mediterranean Sea in support of Standing Naval Forces, Mediterranean, and deployed in 2005 to the Mediterreanean in support of Operation ENDURING FREEDOM. Upon return to shore duty, he reported to Navy Information Operations Command, Georgia, as the Direct Support Leading Chief Petty Officer and Command Administrative and Readiness Leading Chief Petty Officer.

In 2009, he reported to USS RONALD REAGAN (CVN 76) and twice deployed to the Persian Gulf in support of Operation ENDURING FREEDOM. In February 2012, he graduated from the Senior Enlisted Academy, Class 164 and reported to the Center for Information Dominance Unit Corry Station where he served as the Command Senior Enlisted Leader. In December 2012, he graduated from the CMC/COB Course. In May 2014, he reported to his current assignment as Command Master Chief for the USS ROSS (DDG 71) in Rota, Spain.

His decorations include the Navy and Marine Corps Commendation Medal (5 awards), Navy and Marine Corps Achievement Medal (6 awards), and various unit and campaign awards.
