Captain Brian J. Finman
Deputy Commodore

Finman, a native of Appleton, Wisconsin, was commissioned through the U.S. Naval Academy in 1992, where he earned a bachelor’s degree in systems engineering and was designated as a surface warfare officer. He holds a master’s degree in engineering management from Old Dominion University in 1999 along with a master’s degree in national security studies from the Naval War College in 2008.

Finman has completed multiple at-sea tours with deployments to the Western Pacific, South America, Africa, the Mediterranean Sea, Arabian Gulf and Indian Ocean. He served aboard the guided-missile frigate USS Rentz (FFG 46) as the combat information center officer and on the USS Theodore Roosevelt (CVN 71) as the aircraft carrier’s main machinery room two officer. Aboard the landing dock ship USS Gunston Hall (LSD 44), Finman was the first lieutenant and while on the aircraft carrier USS George Washington (CVN 73), he held the position of reactor training assistant. Finman was executive officer of the landing dock ship USS Carter Hall (LSD 50), the commanding officer of the landing dock ship USS Rushmore (LSD 47) and briefly served as the chief staff officer for Amphibious Squadron (PHIBRON) 3.
His shore tours include instructor duty at Navy ROTC Unit Hampton Roads, Virginia, and surface nuclear assignments detailer at Navy Personnel Command. He was deputy chief of staff for operations and plans at Expeditionary Strike Group (ESG) 7 and also served as officer in charge of the Surface and Mine Warfighting Development Center Detachment (SMWDC), Amphibious Warfare Division in Norfolk, Virginia.
Additionally, he served a joint tour as expeditionary warfare branch head at NATO’s Maritime Component Command in Naples, Italy.
His personal awards include a Legion of Merit (two awards), a Defense Meritorious Service Medal, a Meritorious Service Medal (two awards), a Navy and Marine Corps Commendation Medal (five awards) and a Navy and Marine Corps Achievement Medal (three awards).
Finman and his wife have been married more than 24 years and have three children.
