Master Chief Carter enlisted in the Navy in 1987 and attended Recruit Training at Great Lakes, IL and then Operations Specialist “A” school at Damneck, VA. His first command was USS DOYLE (FFG 39) in Mayport FL. In 1989 he was selected and represented the Navy as a member of the All-Navy Wrestling Team. Master Chief Carter’s other sea duty assignments included the USS BOONE (FFG 28), where he qualified as an Enlisted Surface Warfare Specialist, VFA-136, where he qualified as an Enlisted Air Warfare Specialist, DESRON 50 where he was name Sailor of the Year, USS VICKSBURG (CG 69), USS O’BRIEN (DD 975) and USS Mobile Bay (CG 58). His shore assignments include recruiter at Navy Recruiting District Atlanta and FASFAC Jacksonville where he served as Bristol Control Division Officer and Command Career Counselor. While serving as Command Career Counselor, FASFAC Jacksonville was awarded the prestige Golden Anchor Award for 2005 and 2006. In 2006 he was the first Operations Specialist in Navy history selected for the Command Senior Chief program and reported to MCM Crew Implicit in Ingleside, Texas as the Command Senior Chief and 3M Coordinator. In October 2008 he reported to VFA-154 in Lemoore, California as the Command Master Chief. In August 2010 he reported to Naval Aviation Schools Command in Pensacola, Florida. In July 2013 he reported to USS Hue City (CG 66).

In 2004, he graduated with honors from Coastline Community College with his AA degree. In 2005, he graduated from the Air Force Senior Enlisted Academy in Montgomery, AL. In 2006, he graduated with honors from the United States Sports Academy with his BS degree as well as the Command Senior Chief/Chief of the Boat Class 33. In 2007, he completed the Senior Enlisted Joint Professional Military Education course at Joint Forces Staff College Norfolk, VA. He earned his Master Degree in Leadership at Grand Canyon University in 2010. In 2012 he graduated from the Keystone Command Senior Enlisted Course.

His personal awards include the Meritorious Service Medal, Navy Commendation Medal (five awards), Navy Achievement Medal (five awards), Good Conduct Medal (five awards), Military Volunteer Service Award and various unit and campaign awards.
