Master Chief McDuffie was born in Baltimore, Maryland on 15 August 1967 and is a graduate of Clayton High School. In April 1986, he enlisted in the U.S. Navy in the Delayed Entry Program and on 11 September 1986, he reported to Recruit Training Center, Great Lakes, Illinois for basic training. In March 1987, he graduated from Engineman "A" School at Naval Training Center, Great Lakes, Illinois.

In April 1987, he reported for duty to USS Hunley (AS-31), located in Holy loch, Scotland. During this tour, Master Chief McDuffie was advanced to Engineman Second Class. He transferred to NCTAMS LANT, Naval Station Norfolk Norfolk, Va from July 1992 until June 1995.

His next duty assignment was on board USS Emory S. Land (AS-39) from July 1995 through September 1999. During his time onboard the ship did a change of homeport to NSA La Maddalena, Italy and he earned his Enlisted Surface Warfare designation. Master Chief McDuffie received orders to the Basic Instructor Training School from October 1999 through November 1999. During this assignment he received 9502 NEC for instructor. Master Chief McDuffie received orders to Recruit Training Center (RTC) Great Lakes, Illinois for Recruit Division Commander duties from December 1999 through March 2003 where he earned his Master Training Specialist qualification.

In August 2002, Master Chief McDuffie was selected for Chief and received orders to 32nd street Engine Shop in San Diego, Ca from May 2003 to June 2006. He reported to USS Ramage (DDG-61) as the Auxiliary Division and Electrical Division LCPO. While onboard he did 2 extended successful deployments. In June of 2009 he was promoted to the rank of Senior Chief Petty Officer and received orders to NAVELSG CAX Williamsburg, VA where he earned the Expeditionary Warfare pin. He is a graduated from CMC/COB school and Senior Enlisted Academy class of 175. In June 2012 he was promoted to Master Chief Petty Officer and February 2013 selected for CMC program.

Master Chief McDuffie is entitled to wear the Navy Commendation Medal (third award), Navy/Marine Corps Achievement Medal (fifth award), Navy Service Meritorious Unit Citation, Meritorious Unit Citation, Navy “E” Ribbon (second award), Good Conduct Medal (eight award), Global War on Terrorism Service Medal, Global War on Terrorism Expeditionary Medal, Humanitarian Medal, National Defense Service Medal (second award), Sea Service Deployment Ribbon (second award), and Recruit Division Commander ribbon.
