MCPO (SW) Todd M. Starks
Senior Enlisted Leader
Master Chief Starks is a Native of Stillwater, New York. He graduated from Stillwater High School in 1994 and entered the United States Navy.
He completed recruit basic training at RTC Great Lakes and then off to the fleet for his first assignment. He was first stationed aboard USS UNDERWOOD FFG-36 out of Mayport, Florida. After completing his first of twelve deployments he earned his Enlisted Surface Warfare qualification and was given the opportunity to select the rate of Gas Turbine Systems Electrical Technician.
Assignments after that include all of the following out of Norfolk, VA. USS MONTEREY CG-61, Shore Intermediate Activity Norfolk, USS STOUT DDG-55, USS GONZALEZ DDG-66, USS LABOON DDG-58, Afloat Training Group Norfolk and USS JAMES E. WILLIAMS DDG-95.
Master Chief Starks is a graduate of the Senior Enlisted Academy Class, 186 Blue Group. He has an Associate’s Degree from Coastline Community College in Applied Science for Marine Engineering and a Bachelor’s of Science for Engineering Management and Administrative Studies from Excelsior College.
Just prior to getting assigned to Destroyer Squadron Two Eight he was selected to attend the Marine Gas Turbine Inspector Qualification Course.
Master Chief Starks assumed the duties as Senior Enlisted Advisor for Destroyer Squadron Two Eight in October 2016.
His decorations include: Enlisted Surface Warfare, Navy and Marine Corps Commendation Medal (4 Awards), Navy and
Marine Corps Achievement Medal (7 Awards) and various unit and campaign awards.
