Cmdr. Porter is a native of Pocatello, Idaho and graduated from Highland High School, in 1985.  Following graduation, he enlisted in the Navy as an Electrician's Mate.  After completing the nuclear power pipeline training, he reported onboard USS Texas (CGN 39) in Alameda, Calif. in October 1987.

In July 1991, he reported back to Naval Prototype Training Unit Idaho.  He served as a Staff Instructor at the A1W prototype, completing qualifications as a Master Training Specialist and Engineering Officer of the Watch.  After his selection for the Nuclear Enlisted Commissioning Program in May 1993, he reported to the University of Idaho as an Officer Candidate.  He graduated in May 1996, Magna Cum Laude, with a Bachelors of Science in Mathematics.  After completing Officer’s Candidate School in Pensacola Fla., he was commissioned in October 1996.

As an officer at sea, Porter has served as a Division Officer aboard USS Michigan (SSBN 727) (Blue), homeported in Bangor, Wash., Navigator/Operations Officer aboard USS Connecticut (SSN 22), homeported in Groton, Conn. and Executive Officer aboard USS Missouri (SSN 780), also homeported in Groton.

Ashore, Porter has served as a Shift Engineer and the Materials Officer on the Moored Training Ship 635 at the Naval Prototype Training Unit Charleston, S.C., Operations Officer for Commander Submarine Squadron Two and as a Chief of Naval Operations Fellow at the Defense Advanced Research Projects Agency (DARPA).

Porter is a distinguished graduate of the Naval War College, holding a Master’s of Arts Degree in National Security and Strategic Studies, and holds a Master’s Degree in Engineering Management from Old Dominion University.  He is also a graduate of the Air Force Command and Staff College.

He has earned and is authorized to wear the Meritorious Service Medal, the Navy and Marine Corps Commendation Medal (5 Awards), the Navy and Marine Corps Achievement Medal (2 Awards), and various other unit, personal and campaign awards.
