Commander Chester T. Parks graduated from the United States Naval Academy in Annapolis, Md., in 1994 with a Bachelor of Science degree in Electrical Engineering.
Following his commission, he completed submarine training at Naval Nuclear Power School in Orlando, Fla., the Nuclear Power Training Unit in Charleston, S.C., and the Submarine Officer Basic Course in Groton, Conn.
From January 1996 to June 1999, he served on the USS Asheville (SSN 758) in San Diego, Calif., and Pearl Harbor, Hawaii. While on Asheville, he served in several division officer assignments including electrical officer, main propulsion assistant, damage control assistant, and assistant weapons officer. He completed two Western Pacific deployments.
He then served as the port operations officer at Naval Ordnance Test Unit in Cape Canaveral, Fla. During this tour, he completed a Master of Business Administration degree from Webster University.
Following the completion of the Submarine Officer Advanced Course in June 2002, he served as navigator on the USS Cheyenne (SSN 773) in Pearl Harbor, Hawaii. He completed two Western Pacific deployments, which included support for Operation Enduring Freedom and Iraqi Freedom.
From July 2005 to May 2007, he served as the strike advisor for the Commander, United States Strategic Command in Omaha, Neb. During this tour, he completed Joint Professional Military Education Phase I and II.
Following completion of the Submarine Command Course, he served as executive officer on the USS Maryland (SSBN 738) (Blue) in Kings Bay, Ga. He completed three strategic deterrent patrols.
His most recent assignment was as the fleet readiness officer for the Commander, United States Pacific Fleet in Pearl Harbor, Hawaii.
