April 27, 2018: Scientific Research Corp., Atlanta, Georgia, is awarded a $92,499,118 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, firm-fixed-price contract (N00039-18-D-0006) for the procurement of the command, control, communications, computers and intelligence (C4I) engineering, integration and installation contract includes integration, engineering, procurement of incidental supplies, fabrication, assembly, test, inspection, delivery and installation of integrated C4I capabilities aboard new construction ships.  The contract was awarded on behalf of the Carrier and Air Integration Program Office, Navy Program Executive Office C4I. This contract includes support for shipbuilding conversion, Navy and other U.S. government shipbuilding programs. The contract’s principal place of performance is Charleston, South Carolina.  Work at anticipated shipyards include San Diego, California; Pascagoula, Mississippi; and Dahlgren, Newport News, and Norfolk, Virginia.  This contract has an ordering period through Sept. 29, 2019 up to the contract award amount. There are no options.  No funding is being placed on contract or obligated at the time of award.  Contract actions will be issued and funds obligated as individual delivery orders are issued.  This contract was a sole-source for continued requirements, including but not limited to CVN 73 production, test integration facility (TIF), shipboard installation and testing phases; CVN 74 planning, requirements, design, procurement, production, TIF and lab testing phases; CVN 78 local area network drops, CVN 79 Radio Communication Suite/Distributed System shipboard installation and testing phase; and CVN 79/80 ship signal exploitation space design, procurement, production, TIF and lab testing phases. This contact is issued under the authority of 10 U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.  The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity.
 
 
March 29, 2018: Unisys Corp., Reston, Virginia, is being awarded an estimated value $19,991,108 completion-type contract (N00039-18-C-0005) to develop, maintain and sustain the Nuclear Command, Control and Communications Navy Modernized Hybrid Solution messaging software and associated computer software / computer software documentation.  Work will be performed in Reston, Virginia, and is expected to be completed by April 2023.  Fiscal 2017 and 2018 research, development, test and evaluation (Navy); and fiscal 2018 operations and maintenance (Navy) funds in the amount of $4,234,790 will be obligated at the time of award.  Contract funds in the amount of $940,000 will expire at the end of the current fiscal year.  This sole source contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1).  The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity.
 
March 29, 2018: Sechan Electronics Inc.,* Lititz, Pennsylvania, is being awarded a $52,065,643 indefinite-quantity/indefinite-delivery contract (N00039-18-D-0008) for Global Positioning System-Based Positioning, Navigation and Timing Service (GPNTS) hardware production units.  GPNTS is used to receive, process and distribute three dimensional position, velocity, acceleration, attitude, time and frequency in the formats required by shipboard user systems.  Work will be performed in Lititz, Pennsylvania, and is expected to be completed by March 2023.  Fiscal 2016 shipbuilding and conversion (Navy) funds and other procurement (Navy) funds in the amount of $2,111,585 will be placed on contract and obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the Commerce Business Daily’s Federal Business Opportunities website and the Space and Naval Warfare Systems Command e-Commerce Central website, with seven offers received.  The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity.

Sept. 26, 2017: Deloitte Consulting LLP, Arlington, Virginia, is being awarded a $9,669,961 modification to a previously awarded cost-plus-fixed-fee contract (N00039-15-C-0037) to exercise an option for program management office support for the Navy Enterprise Networks Program Office, Navy Program Executive Office Enterprise Information Systems. Services being acquired are programmatic, technical, engineering and integrated logistics, and application sustainment services to support the order to payment system. This contract includes options which, if exercised, would bring the cumulative value of this contract to an estimated $48,007,634. Sept. 19, 2017: Booz Allen Hamilton, McLean, Virginia (N65236-15-D-4800/P00010); CENTRA Technology Inc., Burlington, Massachusetts (N65236-15-D-4801/P00025); ManTech SRS Technologies Inc., Arlington, Virginia (N65236-15-D-4802/P00012); and Schafer Corp., Chelmsford, Massachusetts (N65236-15-D-4803/P00015), are each being awarded a combined $13,486,179 modification to a previously awarded indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, with provisions for firm-fixed-price task orders, performance based contract. This multiple award contract (MAC) is currently in its last option period with a contract expiration date of Nov. 24, 2017. Sept. 18, 2017: ManTech Advanced Systems International Inc., Fairfax, Virginia, is being awarded a $27,220,973 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, multiple award contract to provide training services for tactical afloat shipboard, ashore and submarine command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) systems. This is one of four multiple-award contracts; all awardees will have the opportunity to compete for task orders during the ordering period. This three-year contract includes two one-year option periods which, if exercised, would bring the overall, potential value of this contract to $45,822,726. Aug. 30, 2017: Lockheed Martin Corp., Rotary and Mission Systems, Liverpool, New York, is being awarded a $29,973,243 ceiling increase modification under a previously awarded contract (N00039-15-C-0214). The contract modification includes the production of two U.S. twin line towed array (TL-29A) systems and additional provisioned items orders under the ceiling increase for spares under the Maritime Surveillance Systems Program Office, Program Executive Office Submarines, Naval Sea Systems Command. Aug. 10, 2017: ViaSat Inc., Carlsbad, California (N00039-15-D-0008) is being awarded a $123,448,640 ceiling increase modification to its current indefinite-delivery/indefinite quantity contract. The modification will increase the original contract value from $478,600,000 to $602,048,640. The contract covers the production, development and sustainment of the Multifunctional Information Distribution System Joint Tactical Radio Systems terminals. Aug. 10, 2017: Data Link Solutions LLC, Cedar Rapids, Iowa (N00039-15-D-0007) is being awarded a $123,446,064 ceiling increase modification to its current indefinite-delivery/indefinite-quantity contract. The modification will increase the original contract value from $478,600,000 to $602,046,064. The contract covers the production, development and sustainment of the Multifunctional Information Distribution System Joint Tactical Radio Systems terminals. Aug. 4, 2017: Six 3 Advanced Systems Inc., doing business as BIT Systems Inc., Dulles, Virginia (N65236-17-D-8009) is being awarded a $29,848,193 indefinite-delivery/indefinite-quantity, performance based contract with provisions for cost-plus-fixed-fee and firm-fixed-price task orders. This contract is for life cycle support for the Red Falcon systems installed on Navy ships and shore stations. Aug. 2, 2017: Ultra Electronics Advanced Tactical Systems Inc., Austin, Texas (N66001-17-D-0126) is being awarded a $12,454,779 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract to provide Space and Naval Warfare Systems Center Pacific (SSC Pacific) with developing and maintaining the Adjunct Processor (AP) Multi-Link Interface Unit (MLIU) of the Command and Control Processor Common Data Link Management System.
