The invention provides a method for a platform on which a radar or lidar system is mounted (e.g., a vehicle or survey site) to determine its position, orientation, and local clock offset from a standard time reference. This invention primarily addresses limitations in, and provides an alternative to, Global Navigation Satellite Systems (GNSS) such as the Global Positioning System (GPS), which are susceptible to interference, jamming, and spoofing, require a large constellation of expensive, active spacecraft, and require data from at least three spacecraft at the same time for a position fix or four spacecraft for position and time fix.
