Commander Raymond was born and raised in Glens Falls, NY. In 1994 Commander Raymond was graduated magna cum laude from Rensselaer Polytechnic Institute with a Bachelor of Science degree in Computer and Systems Engineering and reported to the Civil Engineer Corps Officer School where he completed Basic Class 203 in the summer of 1994. He then reported to the Public Works Department at Naval Air Facility Adak, Alaska where he served as the Public Works Operations Officer.

Commander Raymond transferred in 1995 to Engineering Field Activity, Mediterranean’s Sicily Field Office located on Naval Air Station Sigonella where he served as a Project Engineer and Assistant Resident Officer-in-Charge of Construction.

In 1997 Commander Raymond reported to Naval Mobile Construction Battalion SEVEN in Gulfport, MS where he completed assignments as Company Commander, Communications Officer, Material Liaison Officer, and CMS Custodian while deploying to Puerto Rico, Honduras, and Japan. In 1999 Commander Raymond reported to Naval Air Station Sigonella’s Public Works Department where he served as Production Officer, Operations Officer, and Program Management Officer responsible for overseeing the $750M Recapitalization Program. After earning a Masters of Science degree in Information Technology Management with distinction from the Naval Postgraduate School in 2004, Commander Raymond reported to the THIRTIETH Naval Construction Regiment in Port Hueneme, CA. He served the THIRTIETH NCR as Operations Officer, Detachment OIC, TOA Readiness Officer, and Liaison Officer to the Projects and Contracting Office in Baghdad, Iraq during an OIF deployment in support of II MEF. In 2007 he reported to OPNAV in Washington, DC where he served as an Action Officer for the N4’s Shore Readiness Division. Since 2009 he has been assigned to OICC Bethesda as the Resident Officer-in-Charge of Construction for the $1.3B BRAC construction program to establish the new Walter Reed National Military Medical Center.

Commander’s Raymond’s awards include the Meritorious Service Medal, Navy Commendation Medal, and Navy Achievement Medal. He is a Seabee Combat Warfare Officer, member of the Defense Acquisition Corps, and registered Professional Engineer in the State of Oregon.
