Capt. McElroy was born in Orlando, Fla. He attended South Mecklenburg High School in Charlotte, N.C., and received an appointment to the United States Naval Academy. Upon graduation from the Naval Academy, in May 1985, he was commissioned an Ensign in the United States Navy.

After attending Surface Warfare Officer School in Newport, R.I., Capt. McElroy reported to USS Sylvania (AFS 2) as Second Division Officer and EMO/CIC Officer. In September 1988, he became the Navigator and Administrative Officer aboard USS Kidd (DDG 993).

In May 1990, Capt. McElroy returned to the U.S. Naval Academy as the 16th Company Officer. Upon completion of SWO Department Head School in March 1993, he reported to USS Estocin (FFG 15) as Operations Officer, where he deployed to the Caribbean supporting counter-drug operations. In May 1995, he became the Executive Officer of USS Ardent (MCM 12), where he conducted numerous mine-clearance operations in the Arabian Gulf.

Capt. McElroy then transferred to the Pentagon to assume duties as the Naval Aide to the 31st Commandant of the Marine Corps.

In June 1999, Capt. McElroy received a Master of Military Studies Degree from the Marine Corps Command and Staff College. Then in September 1999, he reported to USS Tortuga (LSD 46) as Executive Officer, where he deployed to South America in support of UNITAS 41-00 and completed a Standing Naval Force Atlantic exercise in the Caribbean.

Capt. McElroy became the Commanding Officer of Naval Reserve Center Columbus, Georgia in April 2001. Then, in September 2002, he returned to the USS Tortuga (LSD 46) and took command in Koper, Slovenia. During his tenure, Tortuga won the Battle E and completed a nine-month deployment to the Mediterranean and Middle East in support of Iraqi Freedom.

In August 2004, Capt. McElroy assumed the role of Operations Officer for the Kearsarge Expeditionary Strike Group (ESG). He was then assigned as Branch Head of Full-Time Support (FTS) Officer Assignments at Naval Personnel Command.

Capt. McElroy reported to COMPHIBRON 2 as the deputy commander in September 2008, and then took command of the squadron while on deployment in October 2009 in 5th Fleet. After COMPHIBRON 2’s disestablishment in March 2010, CAPT McElroy commanded Maritime Expeditionary Security Group 2 in Portsmouth, Va., July 2, 2010 – February, 24, 2012.

Capt. McElroy’s personal awards include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal (4 awards), Navy and Marine Corps Commendation Medal (7 awards), and various campaign and unit awards.
