Commander Glen J. O’Loughlin was born and raised in Iowa.  He is a 1980 graduate from Upper Iowa University, Fayette, Iowa with a Bachelor’s Degree in Business Administration.  He has a Master’s Degree in Health Care Administration from Webster University. 

Prior to joining the military, he was the Chief Executive Officer for a 102-bed health care facility in Iowa.  He joined the Navy in 1993 as a Medical Service Corps, Health Care Administrator.  His first assignment was at the Portsmouth Naval Medical Center, Portsmouth, Va. as the Decedent Affair’s Division Officer and as the Operation Management’s Department Head. During this tour he deployed on the USNS Comfort to Haiti and Cuba.

From 1996-1999 he served with the Marine Corps Forces Reserve as the Inspector and Instructor, Fourth Medical Battalion, Company B in Orlando, Fla. During this tour he was the operation’s officer for Arctic Care 1998 and 1999 and various other missions.

From 1999-2002 Commander O’Loughlin served as the Navy Medical Officer Recruiter in Iowa City, Iowa.  He served as an officer recruiter instructor at the Navy Recruiting Orientation Unit, Pensacola, Fla. from 2002 – 2004; he then served as a Reserve Officer Recruiter from 2005 through 2007 in Pensacola, Fla.  Commander O’Loughlin converted to Full-Time Support as a Human Resource Officer during this tour. From 2007-2009 he served on the Commander Navy Recruiting Command’s staff in the Quality Assurance and Training Department, Millington, Tenn. 

Commander O’Loughlin was the CO of Navy Operational Support Center, Eleanor, W.Va., from 2009-2012.   He was the Executive Officer and fleeted up to become the Commanding Officer Navy Recruiting District Michigan, Detroit, Mich. from 2012-2015. 

He currently is serving as the Expeditionary Combat Readiness Center’s Executive Officer. 

CDR O’Loughlin has been awarded the Meritorious Service Medal, Navy and Marine Corps Commendation Medal and the Navy and Marine Corps Achievement Medal along with various unit awards and decorations.
