COMMANDER WILLIAM F. SWINFORD
COASTAL RIVERINE SQUADRON FOUR
Commander Swinford, a native of Ashmore, IL, enlisted in the Navy as an Electronic Technician in June of 1987. After serving 10 enlisted years, he was selected for a commission through the Seaman to Admiral Program and was commissioned at Officer Candidate School, Pensacola, FL in June of 1997.
Upon his commissioning, Commander Swinford was assigned to USS DEYO (DD 989) in Norfolk, Virginia, where he served as Combat Systems Electronics Division Officer and Strike Officer and deployed as part of Standing Naval Forces Mediterranean. He was then ordered to join USS McFAUL (DDG 74) in Norfolk, serving as Navigator from August 2000 to December 2001 and deployed to the Mediterranean Sea and Persian Gulf participating in Operation Enduring Freedom.
From January 2002 to January 2005, he attended Old Dominion University, where he graduated with honors earning a Bachelor of Science in Business Administration (Information Systems). Following his undergraduate education he attend Department Head School and reported to USS SAIPAN (LHA 2) in May 2005 as Combat Systems Officer making deployments to the North Atlantic and Horn of Africa/Red Sea and Persian Gulf.
For his second Department Head tour he was assigned to Coastal Warfare Squadron FOUR (NCWRON FOUR) as the Officer in Charge of Mobile Inshore Undersea Warfare Unit FOUR ZERO ONE (MIUW 401), which later became Command and Control Division FOUR FIVE (C2DIV45) under Maritime Expeditionary Security Squadron FOUR (MSRON FOUR). In December of 2008 he reported to Commander Naval Surface Forces, Atlantic N8 as a Requirements Officer where he also attended the Executive MBA program through Navy Postgraduate School and earned his Master’s in Business Administration. Following that tour he was assigned to USS THEODORE ROOSEVELT (CVN 71) as Auxiliaries Officer. In November 2011, CDR Swinford transferred to USS BATAAN (LHD 5) where he served as Navigator and C5I Officer deploying to the Fifth and Sixth Fleet Area of Operations. After completing his tour in BATAAN, he reported to Tactical Training Group, Atlantic as Expeditionary Warfare Module Head and Amphibious Ready Group Schedules Officer. CDR Swinford reported to Coastal Riverine Squadron FOUR as Executive Officer in November of 2015 and assumed Command in June of 2017.
Commander Swinford is married to Commander Dawn Freeman and has two sons Nathan and Paul.
Commander Swinford's personal decorations include the Meritorious Service Medal (2 awards), Navy and Marine Corps Commendation Medal (4 awards), Navy and Marine Corps Achievement Medal (5 awards), and various service and unit awards.
