Captain Jeff Borowy reported aboard as Chief of Staff, FIRST Naval Construction Division in August 2011 after completing a tour as Commander, Naval Facilities Engineering Command Europe Southwest Asia and Africa.
His previous command tours include: Commodore of The TWENTY FIFTH Naval Construction Regiment between 2007-2009 where he led the "Overlords" from their pre-commissioning through their first deployment to Kandahar, Afghanistan in support of U.S. Forces Afghanistan and NATO Regional Command South; and Naval Mobile Construction Battalion (NMCB) ONE THIRTY THREE between 2003-2005 where he joined the unit while deployed to Iraq and Kuwait, and also completed a deployment to the Pacific theater.
A native of Cuyahoga Heights, Ohio, Captain Borowy graduated from Ohio Northern University in 1985 with a Bachelor of Science in Civil Engineering. He holds a Master of Science Degree in Environmental Engineering from Georgia Tech and is a graduate of the Dartmouth College Executive Program. Captain Borowy is a Seabee Combat Warfare Officer, a registered Professional Engineer in the State of Rhode Island and an Acquisition Professional.
His other tours include Assistant Resident Officer in Charge of Construction at Naval Training Center, Great Lakes, Illinois; Company Commander and Air Detachment Officer in Charge with NMCB FORTY, deploying to Guam, Spain and Bolivia; Battalion Liaison Officer with Construction Battalion Pacific Fleet Forward, deploying to Saudi Arabia in August 1990; Environmental Director and Assistant Public Works Officer at Naval Education and Training Center, Newport, Rhode Island; Planning Officer, Chief of Naval Operations, Facilities and Engineering Division, Washington, DC; Deputy Operations Officer, Engineering Field Activity Chesapeake, Washington DC; Base Closure Officer for the former Naval Training Center Bainbridge, Maryland; Resident Officer in Charge of Construction of the Naval Sea Systems Command Headquarters construction project in the Washington Navy Yard; Public Works Officer and Officer in Charge of Construction at Naval Station Roosevelt Roads, Puerto Rico; and Expeditionary Readiness Branch Head for the Chief of Naval Operations, Washington, DC.
Captain Borowy's personal decorations include the Army Corps of Engineers' de Fluery Medal, three Legions of Merit, Bronze Star Medal, four Meritorious Service Medals, two Navy Commendation Medals, Army Commendation Medal, four Navy Achievement Medals and various unit and campaign awards.
