LCDR Charlie Bisgard is a native of Maui, Hawaii and attended Oregon State University, graduating with a Bachelor of Science in Environmental Engineering in 2000. He entered Officer Candidate School in the summer of 2000, earning his commission on October 6th of 2000. Following OCS, he attended Civil Engineer Corps Officer School in Port Hueneme, CA, and graduated in March of 2001.
His first tour was at Marine Corps Base Camp Pendleton, CA. He served as an Assistant Resident Officer In Charge of Construction (AROICC) at the Camp Pendleton ROICC office, as part of Southwest Division.
LCDR Bisgard left Camp Pendleton in the summer of 2003 and reported to Naval Special Warfare Group ONE Logistics Support Unit in Coronado, CA. He served as both the Staff Civil for Naval Special Warfare Group ONE and as the Facilities Officer for the Logistics Support Unit.
In the fall of 2004, LCDR Bisgard reported to Oregon State University, joining their Ocean and Coastal Engineering Department. He graduated in December of 2005 with a Masters of Science in Ocean Engineering.
In January of 2006, LCDR Bisgard reported to Naval Diving and Salvage Training Center in Panama City, Florida. Upon completion of training, he was designated as a Basic Diving Officer in June of 2006.
Following dive school, LCDR Bisgard reported to NMCB ONE THIRTY THREE out of Gulfport, MS. There he served as the Communications Officer, Assistant Operations Officer, and as the OIC for Detail Virginia while deployed to Kuwait. While at NMCB ONE THIRTY THREE he would earn his Seabee Combat Warfare qualification.
LCDR Bisgard then reported to the Naval Facilities Engineering Service Center in Port Hueneme, CA, serving as the Diving Operations Branch Head from June of 2008 to August of 2010, as well as a project engineer for the Ocean Facilities Department. During his time at NAVFAC ESC he received his Professional Engineering license, registered in the State of Hawaii.
Staying in the Ventura area, LCDR Bisgard reported to the Naval Base Ventura County Public Works Department in August of 2010. While there, he served as the Assistant Public Works Officer for San Nicolas Island, then as the Facilities Engineering and Acquisition Director.
LCDR Bisgards awards include the Navy and Marine Corps Commendation Medal with three gold stars, Navy and Marine Corps Achievement Medal, and various unit awards.
