CDR Kilian assumed duties as Commanding Officer, Naval Mobile Construction Battalion FOUR in June 2012.
Kilian was commissioned an Ensign in 1994 and subsequently assigned to Naval Mobile Construction Battalion THREE where he served as Assistant Operations Officer and Bravo Company Commander. In 1997, he assumed duties as Officer-in-Charge, Construction Battalion Unit FOUR TWO SEVEN, Naval Station San Diego. In 1998, Kilian transferred to Officer-in-Charge of Construction Far East, Naval Activities Yokosuka, Japan where he served as Assistant Officer-in-Charge of Construction. Following his tour in Japan, he was assigned as the Civil Engineer Corps Junior Officer (ENS-LTJG) Detailer, Millington, Tennessee. In January 2002, he was assigned to U.S. Support Group East Timor where he served as the Engineer Planning Officer. Kilian followed with Duty Under Instruction at the University of Texas. In June 2003, Kilian was assigned as the Public Works Officer at NAS JRB Willow Grove, PA where he led operations and helped integrate the department into NAVFAC MID-LANT. Kilian assumed duties as Operations Officer, Naval Mobile Construction SEVENTY FOUR in June 2005 completing deployments to Okinawa, Japan, Kashmir, Pakistan and Iraq. While serving in NMCB 74 he participated in earthquake relief operations for the U.S Department of State and supported combat operations for MEF forces in Al Anbar province and special operations engineering support in Iraq and Afghanistan. Kilian transferred to the TWENTY SECOND Naval Construction Regiment in July 2007 where he served as Operations Officer planning and coordinating Naval Construction Force Operations in AFRICOM, EUCOM, and CENTCOM. He completed a second deployment to Al Anbar Province, Iraq in support of IMEF. Kilian was assigned to Naval Facilities Engineering Command, Southeast as Assistant Operations Officer and Gulf Coast Integrated Product Team Leader from July 2009 to April 2012 delivering facilities engineering support to seven Navy installations.
CDR Kilian holds a Bachelor of Science degree in Civil Engineering from San Diego State University and a Master of Science degree in Engineering (civil) from the University of Texas at Austin.
CDR Kilian is a registered professional engineer (civil) in the state of California. He is a Certified Energy Manager and DAIWA Level III warranted contracting officer. He is a member of SAME, ASCE, Chi Epsilon and Tau Beta Pi. His personal decorations include the Bronze Star, Joint Meritorious Service Medal (with oak leaf cluster), Meritorious Service Medal(2), Joint Service Commendation Medal, Navy Marine Corps Commendation Medal (5), and the Navy Marine Corps Achievement Medal.
