NMCB-27 was established in July 1968. Until September 1968, units of the 27th met in Boston for monthly drills, afterward units began meeting at various sites throughout New England. It settled at NAS Brunswick, ME, where it remained headquartered from 1968 to 2010. In August 2010, NMCB27 moved its headquarters to Westover Air Reserve Base, Chicopee, MA, due to the Base Re-alignment and Closure (BRAC) Congressional Committee that closed NAS Brunswick.
NMCB-27 joins NMCB-14 of Jacksonville, FL as subordinate units of the 7th Naval Construction Regiment (NCR). The 7th NCR covers the entire Eastern Seaboard of the United States. After completion of the realignment of the US Navy Seabee Reserve in 2014, NMCB27 will be 1 of 6 remaining Reserve Seabee Battalions in the United States, down from a high of 15 Reserve NMCBs in 1991. The command will administer Reserve Seabees in New England, New York, New Jersey, Maryland, and Virginia.
The command will administer Reserve Seabees in New England, New York, New Jersey, Maryland, and Virginia. NMCB27 is directly supported by a small staff of Active Duty personnel at the Readiness Support Site (RSS) Westover ARB, and is indirectly supported by Navy Operation Support Centers (NOSCs) in the region. The RSS houses Personnel, Supply, Equipment, Training and Operation offices. Heavy Equipment, Training and Operations are maintained jointly by Active Duty (AD) and Reserve Component (RC) personnel to facilitate direct communications and coordination. NMCB-27 membership train regularly at their home NOSC, the RSS, and at its Higher Headquarters, 2nd Naval Construction Group, in Gulfport, MS.
NMCB27’s Chain-of-Command begins with the Commanding Officer, and the Executive Officer. It fans out administratively to the NOSC Detachments and operationally via the Battalion Companies and Departments. The Command Master Chief is the direct representative of the enlisted personnel to the CO. The Chief Master-At-Arms, Safety Chief, and Career Counselor report directly to the Executive Officer. The Chaplin serves the command as a religious and spiritual leader. NMCB27 is one of a handful of Commissioned Units in the US Navy Reserve, giving it a unique element of command and control as compared to other Drilling Units in the US Navy Reserve that are attached to AD commands.
