Commander Williams was born in La Mesa, CA, and received his Commission upon graduating with merit from the United States Naval Academy in May 1998 with a Bachelor of Science Degree in Ocean Engineering.
CDR Williams' first tour of duty was with Naval Mobile Construction Battalion THREE where he held a variety of jobs to include Engineering Officer, Detail San Diego Assistant Officer in Charge, and Air Detachment Assistant Officer in Charge. During his tenure with THREE he deployed to Albania and Kosovo in support of Joint Task Force Shining Hope and Task Force Falcon respectively. Upon leaving NMCB-3, CDR Williams became the Officer in Charge of Construction Battalion Unit 427 in San Diego, CA. After completing back-to-back SEABEE tours, CDR Williams was assigned to Public Works Center San Diego where he served as the Assistant Public Works Officer at Naval Base Coronado. CDR Williams then reported to Naval Facilities Command, Southwest Division, working as the AROICC for Naval Base San Diego. After leaving active duty to pursue a civilian career, CDR Williams continued his service in the Naval Reserves. He served for two years with the FIRST Naval Construction Division in the Operations Department before joining the FIRST Naval Construction Regiment as the Current Operations Officer. During his time with 1 NCR he deployed to Iraq and Afghanistan in support of OIF and OEF. He then went on to serve as the Executive Officer for NMCB-27 and on the Theater Contingency Engineering Staff for US SOUTHERN COMMAND prior to his selection for command of NMCB-14.
His military decorations include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (3 Awards), Navy and Marine Corps Achievement Medal (2 Awards), Army Achievement Medal, and numerous unit and campaign awards. He is designated a Seabee Combat Warfare Specialist, a licensed Professional Engineer in the State of Virginia, and a certified Six Sigma Green Belt. He holds a Masters Degree in Business Administration from the University of Cincinnati. In his civilian career he has work for Eli Llly & Co. as a Senior Sales Representative and Six Sigma Green Belt and for CareCore National as the Vice President for Radiology Operations. He currently serves as the Chief Executive Officer for Heekin Orthopedic Specialists in Jacksonville, FL.
