RMKS/1. PER REFS A THROUGH D, THE AFGHANISTAN CAMPAIGN MEDAL (ACM)
AND THE IRAQ CAMPAIGN MEDAL (ICM) ARE AUTHORIZED FOR IMMEDIATE ISSUE
TO QUALIFIED NAVY PERSONNEL AS OUTLINED BELOW.
2. AFGHANISTAN CAMPAIGN MEDAL. INDIVIDUALS MUST HAVE SERVED IN
DIRECT SUPPORT OF OPERATION ENDURING FREEDOM (OEF) IN THE DESIGNATED
AREA OF ELIGIBILITY (AOE). THE ACM PERIOD OF ELIGIBILITY COMMENCES
24 OCTOBER 2001 TO A FUTURE DATE TO BE DETERMINED BY THE SECRETARY
OF THE DEFENSE OR THE CESSATION OF OEF. THE AOE ENCOMPASSES ALL
LAND AREA OF THE COUNTRY OF AFGHANISTAN AND ALL AIR SPACES ABOVE THE
LAND. THE APPLICABLE CRITERIA IN PARAGRAPH 4 MUST ALSO BE MET.
3. IRAQ CAMPAIGN MEDAL. INDIVIDUALS MUST HAVE SERVED IN DIRECT
SUPPORT OF OPERATION IRAQI FREEDOM (OIF). THE ICM PERIOD OF
ELIGIBILITY IS ON OR AFTER 19 MARCH 2003 TO A FUTURE DATE TO BE
DETERMINED BY THE SECRETARY OF THE DEFENSE OR THE CESSATION OF OIF.
THE AOE ENCOMPASSES ALL LAND AREA OF THE COUNTRY OF IRAQ, ALL AIR
SPACES ABOVE THE LAND AREA OF IRAQ AND THE CONTIGUOUS WATERS OF IRAQ
OUT TO 12 NAUTICAL MILES. THE APPLICABLE CRITERIA IN PARAGRAPH 4
MUST ALSO BE MET.
4. COMMON CRITERIA FOR THE ACM AND ICM
A. MINIMUM TIME PERIOD. SERVICE MEMBERS MUST HAVE BEEN ASSIGNED,
ATTACHED, OR MOBILIZED TO UNITS OPERATING IN THE AOE FOR 30
CONSECUTIVE DAYS OR 60 NON-CONSECUTIVE DAYS OR MEET ONE OF THE
FOLLOWING CRITERIA:
1) BE ENGAGED IN ACTUAL COMBAT DURING AN ARMED ENGAGEMENT,
REGARDLESS OF TIME IN THE AREA OF ELIGIBILITY.
2) WHILE PARTICIPATING IN AN OPERATION OR ON OFFICIAL DUTIES,
IS KILLED, WOUNDED OR INJURED REQUIRING MEDICAL EVACUATION FROM THE
AOE. NON-COMBAT MEDICAL EVACUATION DOES MEET THE QUALIFICATION
CRITERIA.
B. AIR CREW QUALIFICATION. MUST PARTICIPATE AS A REGULARLY
ASSIGNED AIR CREW FLYING SORTIES INTO, OUT OF, WITHIN, OR OVER THE
AOE IN DIRECT SUPPORT OF MILITARY OPERATIONS. EACH DAY THAT ONE OR
MORE SORTIES ARE FLOWN INTO, OUT OF, WITHIN OR OVER THE AOE SHALL
COUNT AS ONE DAY TOWARD THE 30 OR 60 DAY REQUIREMENT.
5. ADDITIONAL GUIDANCE
A. THE ACM AND ICM MAY BE AWARDED POSTHUMOUSLY.
B. SUBSEQUENT AWARDS. ONLY ONE AWARD OF THE ACM AND ONE AWARD OF
THE ICM MAY BE AUTHORIZED FOR ANY INDIVIDUAL. SERVICE STARS ARE NOT
PRESCRIBED FOR EITHER MEDAL AS DIRECTED BY REF B. MODIFICATIONS TO
THE SEA SERVICE DEPLOYMENT RIBBON CRITERIA WILL BE MADE AND
ANNOUNCED VIA SEPCOR TO ACCOMMODATE SUBSEQUENT TOURS/DEPLOYMENTS
WITHIN THE ACM/ICM AOES.
C. DUPLICATE AWARDS
1) UNDER NO CONDITION SHALL PERSONNEL OR UNITS RECEIVE THE
ACM, THE ICM, THE GLOBAL WAR ON TERRORISM EXPEDITIONARY MEDAL
(GWOTEM), THE GLOBAL WAR ON TERRORISM SERVICE MEDAL (GWOTSM), OR THE
ARMED FORCES EXPEDITIONARY MEDAL (AFEM) FOR THE SAME ACTION, TIME
PERIOD OR SERVICE. TIME PERIODS MAY NOT OVERLAP.
2) GWOTEM TRADE-IN. PERSONNEL WHO WERE AWARDED THE GWOTEM
FOR SERVICE IN THE ACM/ICM AOES PRIOR TO 1 MAY 2005 MAY MAKE A
ONE-TIME SWAP AND TRADE THEIR GWOTEM FOR THE APPROPRIATE CAMPAIGN
MEDAL AS INDICATED IN REF C. FURTHER DETAILS REGARDING TRADE-IN
PROCEDURES WILL BE POSTED ON THE NAVY AWARDS WEBSITE.
3) MULTI-MEDAL ISSUES
A) PERSONNEL MAY NOT QUALIFY FOR THE GWOT EXPEDITIONARY MEDAL
(GWOTEM) AND THE ACM OR ICM DURING THE SAME TEMPORARY ASSIGNED DUTY
(TAD) OR DEPLOYMENT. PER REF B, IT IS NO LONGER POSSIBLE TO
QUALIFY FOR THE GWOT EXPEDITIONARY MEDAL, THE ACM OR ICM AND THE
GWOT SERVICE MEDAL (GWOTSM) DURING THE SAME TAD OR DEPLOYMENT.
B) PERSONNEL WHO PREVIOUSLY EARNED THE GWOTEM FOR SERVICE IN
THE ACM/ICM AOES MAY ELECT TO RETAIN THEIR GWOTEM AND WILL BE
ELIGIBLE TO EARN THE ACM/ICM FOR SUBSEQUENT DEPLOYMENTS WITHIN THE
ACM/ICM AOES.
C) PER REF C, AFTER 30 APRIL 2005, SERVICE IN THE ACM/ICM AOES
WILL QUALIFY AN INDIVIDUAL FOR THE ACM/ICM ONLY. THE GWOTEM CANNOT
BE AWARDED FOR SERVICE IN THE ACM/ICM AOES AFTER 30 APRIL 2005.
D. PRECEDENCE. THE ACM SHALL BE POSITIONED BELOW THE KOSOVO
CAMPAIGN MEDAL AND ABOVE THE ICM. THE ICM SHALL BE POSITIONED BELOW
THE ACM AND ABOVE THE GWOTEM.
E. ORDERING INFORMATION. THE ACM STOCK NUMBER IS
8455-01-527-8027. THE ICM STOCK NUMBER IS 8455-01-527-8023. BOTH
MEDALS ARE NOW AVAILABLE FOR PURCHASE VIA THE NAVY STOCK SYSTEM.
6. AWARDING AUTHORITY
A. ACTIVE DUTY PERSONNEL. COMMANDING OFFICERS EXERCISING NAVY
AND MARINE CORPS ACHIEVEMENT MEDAL AUTHORITY ARE AUTHORIZED TO AWARD
THE ACM AND ICM. COMMANDS SHOULD PROCESS APPLICANTS, RECORD THE
APPROPRIATE DOCUMENTATION AND ISSUE THE MEDALS. NON-NAVY COMMANDS
WITH NAVY PERSONNEL WHO QUALIFY FOR THE ACM/ICM SHOULD USE REF B FOR
GUIDANCE AND MAKE THE FINAL DETERMINATION FOR QUALIFICATION.
B. NAVY VETERANS. FOR NAVY PERSONNEL HONORABLY DISCHARGED OR
RETIRED AFTER 24 OCTOBER 2001 WHO MEET THE CRITERIA IN PARAGRAPHS 2
OR 3 AND PARAGRAPH 4 AND WHO ARE REQUESTING THE ACM OR ICM: SUBMIT
A WRITTEN REQUEST INDICATING UNIT AND DATES ASSIGNED, ALONG WITH
CURRENT MAILING ADDRESS WITH A COPY OF THE UNDELETED VERSION OF THE
DD-214 TO: NAVY PERSONNEL COMMAND (PERS-312) 5720 INTEGRITY DR,
MILLINGTON, TN 38055. IF AVAILABLE, SUPPORTING DOCUMENTATION
SHOWING SERVICE WITH A QUALIFYING UNIT (EX: EVAL, FITREP) SHOULD BE
INCLUDED. DO NOT SUBMIT REQUESTS UNTIL YOUR UNIT APPEARS ON THE
ACM/ICM APPROVED UNIT LIST ON THE NAVY AWARDS WEBSITE.
7. PARTICIPATING UNIT LISTS
A. NAVY UNITS. COMMANDING OFFICERS WHOSE UNITS MEET THE CRITERIA
FOR THE ACM OR ICM MUST SUBMIT THEIR UNIT NAME AND ELIGIBILITY DATES
(EXACT DAYS IN THE AOE) TO NAVYAWARDS@NAVY.MIL. A SIGNED PDF OF THE
REQUEST IS THE PREFERRED METHOD OF RECEIPT. REGULAR MAIL REQUESTS
FROM UNITS WILL ALSO BE ACCEPTED. USE ACM/ICM PARTICIPATING
UNIT-(YOUR UNIT NAME) AS THE SUBJECT LINE. CNO AWARDS WILL
GENERATE A LIST OF QUALIFIED UNITS AND WILL POST IT ON THE NAVY
AWARDS WEBSITE: HTTPS:/AWARDS.NAVY.MIL .
B. NAVY INDIVIDUALS ATTACHED TO DOD, JOINT OR OTHER NON-NAVY
COMMANDS WHO MEET THE CRITERIA OF REF B SHOULD HAVE THEIR DOD OR
JOINT COMMAND CONFIRM ELIGIBILITY AND SUBMIT THE APPROPRIATE SERVICE
RECORD DOCUMENTATION. THE NAVY WEBSITE WILL ONLY LIST QUALIFIED
NAVY COMMANDS.
8. REF D WILL BE ANNOTATED TO INCLUDE THIS AMENDMENT. FOR
