Lieutenant Howell is a native of Ft. Lauderdale, FL and earned his Bachelor's degree in Computer Science from the University of Central Florida in 2008. He was commissioned as an Information Warfare Officer in March 2010 through Officer Candidate School, Newport, RI.
Beginning his career, LT Howell reported to Navy Recruiting District, Miami where he worked as part of the Officer Hometown Area Recruiting Program. In November 2010, he completed the Information Warfare basic course at Corry Station, Pensacola, FL, and subsequently reported to Navy Information Operations Command, Georgia.
During his tour at NIOC Georgia, LT Howell served as an Operations Watch Officer for NSA/CSS Georgia, leading a joint-service watch team in providing support to national, theater, and tactical level units during Operations ENDURING FREEDOM, NEW DAWN, AND ODYSSEY DAWN. After earning his Information Warfare Officer and Information Dominance qualifications, he performed as a subsurface Direct Support Officer, deploying on LANTFLT combatants in the USCENTCOM area of responsibility.
In September 2013, LT Howell reported to Navy Information Operations Detachment, Groton, CT. He currently serves as the Assistant Officer in Charge and a subsurface Pre-Overseas Movement Evaluator for the Atlantic area of responsibility. His decorations include the Navy and Marine Corps Achievement Medal and various other unit and personal awards.
