CDR Michael C. Elliot
Commander Elliot, a native of Portland, Maine, graduated from Worcester Polytechnic Institute (Worcester, MA) in 1996 with a degree in Mechanical Engineering and was commissioned upon graduation from Officer Candidate School (Pensacola, FL) in April 1996. He earned a Master's of Arts Degree in National Security and Strategic Studies from the Naval War College(Newport, RI) in June 2008. He assumed Command of NIOC Yokosuka, Japan and Commander, Task Group 1070.2 in July 2013.
Following assignment at the Naval Nuclear Power School (Orlando, FL), from May 1996 through May 1998, he lateral transferred to the Cryptologic Community (now Information Warfare) and attended the Cryptologic Division Officer Course.
In October 1998, he reported to Naval Security Group Activity Yokosuka, Japan where he deployed as a Surface Cryptologic Direct Support Division Officer and served as the Cryptologic Readiness Group Division Officer & N3(Operations) Department Head.
In January 2002, he reported to USS KITTY HAWK (CV-63), homeported in Yokosuka, Japan where he served as the Ship's Signals Exploitation Space Division Officer, which included a deployment to the Arabian Gulf in support of Operation IRAQI FREEDOM.
In February 2004, he reported to Commander, U.S. Pacific Fleet (CPF) as a member of the Information Operations (IO) & Cryptologic Directorate. He deployed to Thailand as on Joint Task Force (JTF) 536 IO Planner ISO Operation UNITED ASSISTANCE (Indian Ocean Tsunami) and was a member of the JTF 519 IO Directorate.
In August 2008 he reported to Commander, U.S. THIRD Fleet where he served as the Fleet Cryptologic Resource Coordinator and ISR Collection Manager.
In December 2010 he reported to Navy Information Operations Command (NIOC) Maryland where he served as the N3 (Operations) Department Head and led Fleet Information Operations Center (FIOC) Maryland in supporting Commander, U.S. SIXTH Fleet during Operation ODYSSEY DAWN (defense of Libya civilians).
In January 2012 he reported to Commander, United States Cyber Command (USCC) and deployed to Afghanistan as part of USCC's Expeditionary Cyber Support Element-Afghanistan supporting JTF-1 during Operation ENDURING FREEDOM. In October 2012 he was assigned as Commander, Cyber National Mission Team Two(CNMT-2).
His awards include the Meritorious Unit Citation as a member of NSGA Yokosuka and CPF, the Navy Unit Citation as a member of KITTY HAWK, and the Joint Meritorious Unit Award as a member of US Forces Afghanistan.
