Mr. Miller joined the Civil Service in 1992 as an Operations Analyst and now serves as the Executive Director, Navy Information Operations Command, Norfolk and CTF-1030.
As Executive Director and Senior Civilian, he assists the Commanding Officer in recommending and executing command policy and he serves as mentor and hiring official for 62 GS civilian and 32 contractor staff. As Director, Command Support, Mr. Miller leads all command logistic requirements including N1 (Admin/Legal), N4 (Supply/Facilities), CIO/N6 (Information Policy and C4 Systems), Comptroller, Manpower, Training, and Security. His most recent assignment from April 2001 to March 2007 was Deputy Operations responsible to the Combatant Commander’s, each Numbered Fleet Commander, and Commander, Navy Cyber Forces providing Information Operations (IO) expertise and direct support with a staff of 185 military, GS, and contractors.
Mr. Miller’s military experience includes 8 years as an F-4 Phantom Radar Intercept Officer. Upon release from active duty, he affiliated with the Navy Reserve for twenty-two years retiring as Captain in February 2009. Recent assignments included four years in the Office of the Assistant Secretary of Defense (Networks and Information Integration) and four years in the Office of the Under Secretary of Defense (Personnel and Readiness).
Civilian background includes Navy Corporate Business Course (NCBC). Past military qualifications include Joint Additional Qualification Designator (AQD) JS7, JPME Phase I, and Naval War College graduate (Non-resident Continuing Education Program). Highest military award earned was the Defense Superior Service Medal (DSSM).
