COMMANDER Tracy L. Hines

Commander Tracy L. Hines, U.S. Navy, assumed command of Naval Computer and Telecommunications Station, San Diego, on 23 January 2014.
A native of Columbus, Ohio, a graduate of American InterContinental University in 2005 with a Bachelor’s Degree of Administration in Healthcare Management and a graduate of Turo University with a Master’s Degree in Information Security/Assurance and Digital Forensics as Summa Cum Laude at both universities. She attended Naval Post Graduate School and received her Certificate of Information Systems Technology in 2007. She also completed her Acquisition Level II Information Technology certification and received the Acquisition professional qualification.
She was advanced to the prestigious rank of Chief Petty Officer in 1995 and commissioned as an Ensign January 1996. Her first officer assignment was at Naval Computer and Telecommunications Station, San Diego, from March 1996 to January 1997. She then reported to the USS Constellation (CV 64) from January 1997 to February 2000.
She reported to Naval Special Warfare Group One in March 2000 where she became acclimated to Special Operations Forces as the N6 Department Head and Mobile Communications Officer in Charge. Her next assignment was the USS Cleveland (LPD 7). She then reported to Program Executive Office C4I and Space as the Assistant Program Manager for COMPOSE/CENTRIXS from January 2005 to January 2008. Hines completed an Individual Augmentee tour in Baghdad, Iraq, from May 2006 to June 2007. While assigned to the Multi-National Forces Iraqi, she led the International Zone Fiber Optic Network Program. Her next assignment in July 2008 was to Commander Explosive Ordnance Disposal Group One where she served as the N6 Assistant Chief Staff Officer.
She was then assigned to the Office of the Chief of Naval Operations N2/N6 as the Deputy Executive Assistant to the Deputy Chief of Naval Operations for Information Dominance /Director of Naval Intelligence in October 2010.
Hines then reported to Expeditionary Strike Group Three as Communications Assistant Chief of Staff, October 31, 2012 to December 2013.
Her qualifications include: Surface Warfare Officer, Tactical Action Officer, Officer of the Deck Underway, Conning alongside Officer, Junior Officer of the Deck and Surface Warfare Information Center Officer, and Information Dominance Warfare Officer.
Her personal awards include: Bronze Star, Meritorious Service Medal (3), Navy and Marine Corps Commendation Medal (4), and Navy and Marine Corps Achievement Medal (4).
